Klamath County's Location Figures in Tax Problems , Anvhodv know where Klamath County is? s , While most everybody has thought iff in Eastern Oregon, the State Tax Commission isn't sure. ... i. Klamath County logging operators are anxiously awaiting the commission's final decision, because it involves thousands : of dol lars, for these operators. Transferof Pari-Mutuel Fund Opposed The Oregon Fairs Association went on record Friday opposing any transfer of pan-mutuel reve nue to the state's general fund. Members of the association con cluded their four-day convention in Salem with a banquet at the Marion Hotel Friday evening. In resolution against the transfer, delegates declared that they were ". . ..unalterably op posed ... to any measure pro posing to tamper with the 20-year-old financial system of sup port of county and agricultural shows receiving funds from rac ing revenues." Other resolutions passed by convention . delegates included the appointment of a five-man fact-finding committee to investi gate the formula used to appor tion racing revenue to faiF as sociations. Stressing the fact that no Ore gon legislation covers the safe operation of amusement rides and shows, the association voted to propose safety legislation to the Oregon legislature governing the inspection of amusement rides. The association reaffirmed its policy of supporting youth activities by voting to provide better facilities, greater cash premiums and more competent judges. Following the president's re port and business session, Vernon DeLong, LaGrande, was re-elected president of the organization. Howard Smith of Tillamook, was re-elected vice president and A. A. Geer, Salem, was named to the board of directors for a three-year term. Other' board members did not come up for election this. year. Officers and board members will appoint a secretary later this week, DeLong said. Former Salem Man Visiting Rear Admiral Ralph E. Wilson, -USN, is currently visiting his sister, Mrs. F. E. Neer, 788 N. Church St., on his way to a new assignment as Commander, Cruiser Division, 5th Pacific Fleet " For the past two years Ad miral Wilson has beejj Deputy Commander and Chief of Staff, Military Sea and Transportation Service. He was a former Statesman carrier boy and was graduated from Salem High School in 1920 and Annapolis in 1924. In 1926 . he married Martha Powell, daughter of the Rev. Charles Powell, former rector of St Paul's Episcopal Church. Admiral Wilson's present home Is in Chevy Chase, Md. The decision, expected in a few days, will determine how big a tax these operators should pay under the 1993 law creating a fund to fight forest fires and carry on forestry research. The law says the tax shall be eight cents a thousand feet on timber west of the Cascader and four cents in counties east of the ! mountains. There's that differ ence because it costs a lot more to fight fires in Western Oregon. Now, that's simnle so far. But now it gets complicated. The summit of the Cascades is a clear-cut dividing line "between the eastern and western counties. except when you drop down to Klamath County. So the Legislature said the tax shall be eight cents in any county "bisected" by the summit of the Cascades.- j The lawmakers, believing that "bisected" means cutting in half, believed the law put Klamath County in .the four-cent class They thought the summit of the Cascades went through Crater Lake National Park, leaving only a few square miles in the north west part of the county; in West ern Oregon. However, the attorney general said bisected means cutting into two parts, whether they are equal or not ! The tax commission maps showed that the summit cuts across the northwest corner of the county. That made Klamath a bisected county, and I the com mission issued a tentative ruling that the Klamath logging opera tors should pay eight cents a thousand. Then the county's logging op-; erators protested mightily. They came to a hearing here, produc ing maps to show that the summit goes west of Klamath County, which would make all the county in Eastern Oregon, and in the four-cent country. After extensive research, the tax commission experts found that nobody can agree where the summit, if any, is. Some experts said the top of the mountains flatten out down there, and that there really isn't any summit So when the commission makes its. ruling, it probably will have to admit it doesn't know where the summit is at the south end of the state. And it will have .to decide whether Klamath County is eight cent or four-cent country. If the commission rules for the eight-cent tax, the logging opera tors probably would go to court The tax commission doesn't want to see the case go into court. Longtime Polk Resilient Statesman News Service DALLAS Mrs. Elizabeth Fern, resident of this commun ity for 57 years, died Friday morning at the Dallas Hospital at the age of 79. Born April 19, 1874 in Kansas, Mrs. Fern was married to Hen ry Fern at Hillsboro, Ore., in 1897. He preceded her in death in 1948. She is survived by six sons, Fred Fern, Monmouth, William Fern, Rickreall, Edward, John, Walter and Erail Fern,' all of Dallas; two daughters, Mrs. Est her Wiens .and Mrs. Emma B ar tel, both of Dallas; : 20 grand children, and three great grand children. 1 Funeral services will be held Monday at 2 p.m. at the Bollman Funerpl Chapel with interment at Salt Creek Cemetery. ti I l si fawssssssss"'''"""'"'M Hunter's Body Found Again Near Astoria ASTORIA ( The body of Richard Roadman, 29, Portland, killed Wednesday while hunting elk with a companion, was found Friday by searchers in the rugged Saddle Mountain area 40 miles south of here. j The body was being brought out through rain-soaked forests. It was first located Wednesday after Roadman's companion, Bobby Dean Johnson, 23, also of Portland, had reported1 he accidentally shot) Roadman. But when searchers went back to get the body Thurs day they could not relocate where ' it had been left ' bundled on a stretcher. .
