Fence Riding Laid to McKay Over Power WASHINGTON Sen. Mans field. (D-MonD accused Secretary of Interior McKay Tuesday of "try ing to ride both sides of the fence" in the government's new power pol icy. . ' V:;,.' McKay, announcing the policy last week, said the department rec ognizes that the primary respon sibility for meeting power needs rests with local interest. He sai the department win. con tinue to build big multi-purpose projects and even single-purpose projects in cases ewbert they can not be provided by local commu nities. . Mansfield in a statement called the whole announcement "loosely worded."' .r "AH the recent talk about 'per mitting local communities, states and private citizens to build dams or multi-purpose hydro-electric pow er projects under a .'new interior department power policy is silly," Mansfield said. The Democrats have been en couraging local participation In the development of natural resources tnrougbqut the 20 years that we have gone ahead to build the pro jects that no one would build. "Now we are told by Secretary of the Interior McKay that no group, least of an the federal gov ernment, should have a monopoly on resource development ' "There never has been a federal monopoly on power. The policy of the Democratic administrations has always been that there is room for both public and private power in this country and that each in his own field can contribute to the common good. "The development of federal power projects has brought about a lowering of electric rates to the consumers in areas affected.. "So far 'as I know the. revenues of the private power companies on the whole have increased substan tially during the past 20 years due in part at least to the fact that have been able to buy surplus power from federal projects at wholesale rates. "This new policy is so loosely worded that it appears to me Sec retary McKay is trying to ride both sides of the fence as has been his policy to date on the private public power question." The hearing date was set Tues day by Sen. Neil J. Hoff, Tacoma Republican who beads the group. Hoff is attending the district con vention of Kiwanis International here. . Hoff said the committee may urge the immediate return of Gov ernor Langlie from Norway, where he is vacationing, because the out break caused serious financial problems requring decisions from the executive branch of state gov ernment. The senator was seconded by a Democratic committee member. Sen. Albert D. Rosellini of Seattle Rosellini, minority leader in the upper house, wrote Hoff Saturday asking an immediate committee hearing on . the riot ' He also is here for the Kiwanis convention. Rosellini was highly critical of Lt Gov. Emmett Anderson's han dling of the' situation and said he thought Langlie "should have been here long ago to get to the roots of the trouble." "The lieutenant governor," he said, "has failed miserably in do ing anything about this catastro phe. As acting governor he has shown no leadership in trying to pinpoint the reasons for the' riot and for any possible future riots which may occur at Monroe or the State Penitentiary." Hoff also said the penitentiary at Walla .Wajla should be investi gated as soon as possible. He com mented on recent rumors that the penitentiary is a possible spot for riotsv He said inmates, guards and ad ministrative officials wiU be called to testify at the -Monroe hearing and the committee will be aided by a member of the attorney-general's staff. Costs estimates of the damage caused by the rioting, fire-setting Inmates have ranged as high as two million dollars but Harold D. Van Eaton, state director of pub lic, institutions, said Tuesday it was 8300,000 or less. Van Eaton said a detailed survey indicated less - damage than ; had been expected and that no major damage was -done to the power house.
