General Assembly between the United States and Britain over the issue. Although (he two big Western powers said they were prepared to support the proposal, they disa greed sharply on its interpretation. ' U.S. Delegate Henry Cabot Lodge Jr. said it met U.S. demands, that Russia should sit on the Communist side. British sources said it meant just what it said: That Russia could come if the North Koreans and Chi nese Communists desired it The United States and Britain remained split over the proposed participation of India in the con ference. .Britain joined with Can ada, Australia and New Zealand in sponsoring India s participation. Lodge promptly announced the United States would not vote for the proposal. Four Resolutions These were two of the four reso lutions produced in a week of be- hind-the-scene talks by the 16 coun tries which have fought under the banner in Korea. They will be put before the 60-nation assem bly when it meets Monday after noon. The other proposals: 1. A recommendation that any of the IS U.N. allies could take part in the political conference if they desired. About ten countries are expected to .accept. The Re public of (South) Korea also would attend. Tribute tm Soldiers 2 A 16-nation resolution express ing satisfaction with the armistice and paying tribute to the soldiers who fought for the U.N. in Korea. Lodge told a news conference the United States has consistent ly been willing to have the So viet Union participate in the con ference "on the Communist side in order that it shall bear its share of. resposibility and accountability for peace. "We didn't think Russia should be there on our side or as a neu tral," Lodge said. "In that posi tion, we have not been going it alone. There is substantial agree ment on that" Speaking of Indian participation. Lodge said: "That is the one point on which we don't see eye to eye with our associates. - !' Indochina Two Frenchmen were killed and 13 persons were injured in a series of terrorist attacks over the week end in Phnom Penh, capital of Cambodia. In the list of injured were seven Frenchmen and two Swiss. "One Frenchman was killed and 12 persons were injured when a grenade'' was thrown into a dance hall.
