Farm Croup Prepares'' Water Si stem By LILLIE L. MADSEN r Farm Elltor, The SUtesman ORCHARD HEIGHTS-An 180, 000 farmer' central water sys- tem is in the final stage of organization : here and 50 resi dents in this area hope to have 'city" water service within the next few months. Two eifhMnch holes, one 187 feet and the other 297 feet deep, giving a combined flow of 112 gallons of water a minute, have been sunk and are ready to be harnessed. Final selection of res ervoir sites is being made, Les ter Lippert, president of the Or chard Heights Water Association said Tuesday in telling of the "farm water! department" FHA Loans ;Made ; Technically, Lippert said, the loans for the department, which are made through the Farmers Home Administration, aren't com pleted. But actually, he added, "everything is about ready to go into the final round." Work on this rural water dis trict began ever a year ago with farmers making preliminary plana for organization. All engineering work was dene by the FHA fol lowing application for loans. Requirements for the loans, among other things, Included a membership of SO people fur nishing 10 per cent of the en tire amount "needed for the build ing of the water system. Each of the 50 members paid a "mem bership fee1' of $200, with the $10,000 thus raised to be com bined with the $72,720 loan made from the FHA for the necessary $80,000 required to drill the wells, make the reservoirs and com plete other details. The loan, made on note-payment terms, is on 20-year basis akt 3 per eent Reservoir Sites Unknown Exact location for the two res ervoirs has not been completed, but will be as close as feasible to the two wells, one on the Glen Southwick farm and the other on the Stewart ranch. Wa ter from the two wells has passed the state department of health tests so far as location is con cerned, r While two reservoirs will be maintained, only one will be in use in the beginning. The sec ond one w01 be maintained as an auxiliary reservoir in times of emergency. Auxiliary power arrangements are also being "made to give members protection in times of general power com pany troubles. For Domestic Use Lippert explained that this as sociation was formed not to fur nish farm irrigation water. It is for domestic, livestock and home garden uses; And home gardens, he explained, are not to exceed one-eighth of an acre per fam ily. Serving with Lippert on the board are Glen Southwick as vice president, Carl R. Staats as secretary-treasurer, and AmonGrlce and Ross W. Clark as directors. While the association- is made up of 50 charter members in theJ ropcorn-Mt View areas of Or chard Heights, a few other farm ers of the area may be admitted later, Lippert said, as he explain ed that "each member is metered for the amount of water he uses just like in town." The boundaries of the area, ac cording to Lippert. start "on Or chard Heights road, aooroxlmate- ly 1,000 feet on the Salem side of the Mt. View School and go out five or six miles." Portland TV i. Channel Deal Completed WASHINGTON OP) A second television station in Portland by late fall or early winter became likely Monday with the comple tion of negotiations that left Mount Hood Radio and Television Broad casting Corp. a clear field for channel 6. The agreement, filed with the Federal Communications- Commis sion Monday, provides for with drawal from the contest by Pio neer Broadcasters Inc. In return Pioneer gets an option to buy up SO per cent interest in the Mount Hood firm any time within the next five years. The option Is contingent, how ever, on Pioneer disposing of its interest in j radio station KGW. This provision' stems from an FCC rule forbidcang parties from hav ing an interesting, two or more radio or television stations in the same market area. Examiner; Elizabeth C. Smith ordered the channel $3 hearing closed, and gave attorneys 10 days in which to file proposed findings. An attorney estimated it would take three j months after the exam iner's decision to get the new ele vision station on the air. Injunction Halts Collection of City Dog RacooBet Tax PORTLAND i A temporary order preventing the city from col lecting a tax on dog-race betting receipts was granted here Monday by Circuit Judge Charles W. Red ding. ! ; The Multnomah Kennel Club, operator of dog racing meets here, asked for an injunction against the 1 Vx per cent tax,' which would be levied under a city council ordi nance thai became effective last Thursday. It said it wanteds court test to determine whether such a tax Is "legal. The club said it would withhold the tax until a decision is reached. The judge! set next Monday for a hearing on whether a permanent injunction I should be issued. Dowd to Open I Car Repair Shop Floyd M. Dowd, Salem' auto mechanic of long standing, will open his own body and fender shop this month at 267 S, Com mercial St The business known as Floyd's Body and Fender Shop will be lo cated in the building formerly oc cupied by Martin Bros. Signs. Dowd has been with the Otto J. Wilson Co. the past 10 years1 in its body shop. He expects to open the new shop about June IS. Hearing Set on Altered Plaint On Surcharge Hearing on the merits of an amended complaint attacking the so-called 20 per cent surcharge imposed by three Oregon power companies during last fall and early winter will be open today at 9:30 a.m. before Public Utili ties Commissioner Charles H. Heltzell. Involved in the proceeding are the Mountain States Power Com pany, Portland General Electric Company and the Pacific Power and Light Company. Plaintiffs include State Representative Mon roe Swtetland, Milwaukie, and a Linn County farmers group. Helt zel predicted the first part of the hearing would last two days. A number of motions and de murrers previously were heard and verruled by the Public Utili ties Commissioner. Plaintiffs are asking that reve nues from the surcharge be im pounded and that the utilities commissioner examine carefully the rate structure of the three defendant power companies. It is eharged by plaintiffs that the surcharge revenues increased the earnings of the power companies in excess of the normal return provided by law. This was denied by attorneys for the power conv panics. The surcharge was imposed to reimburse the power companies for additional expense incurred in operating steam generating plants during the low water sea son. The original complaint was filed by Sweetland .gainst the Portland General Electric Com pany early in the 1933 legisla ture. State Board Of Education Post Filled PORTLAND (Special) Dr. John R. Richards, administrative officer in the chancellor's office of New York University, has ac cepted the position of vice-chancellor of the Oregon System of Higher Education Edgar W. Smith, board president, announ ced Tuesday. The appointment is effective July IS. Smith said Richards would also serve as secretary of the board. His offices will be in Eu gene. "Dr. Richards' selection fills a vacancy of nearly three years during which time Chan cellor Charles D. Byrne has car ried a double load," Smith de clared. A Ph.D. in business administra tion from the University of Chi cago, Richards earned his bach elor and master degrees from Pennsylvania State College. He is 44, the father of three, and was a naval officer for three years during World War II. He is serv ing his third year as special as sistant for education to the Sec retary of the Army. Stocks Make Some Gains J NEW YORK UP, Gains of a point or more were scattered through the list in the stock mar ket Tuesday, but numerous issues failed to participate in the rise. Volume was rather light 1.450. 000 shares compared with 1.490,000 Monday. The Associated Press 60-stock average was ahead 40 cents at $107.70. Industrial stocks in the average rose 70 cents to $138.90, rails were up .60 cents at $80.60 $52.50. There were 319 advances Tues day and 550 declines. A total of 1.153 issues traded against 1.167 Monday. New highs numbered three, new lows 233. 100 Wetbacks Rounded Up SPOKANE UH More than 100 Mexican "wetbacks" have been rounded up in recent days in the Yakima area, E. R. Hotzclaw, area chief of the United States border patrol inspectors, said Tuesday. He said the number of Illegal Mexican immigrants is higher than in past years.
