Eisenhower from the ; president of the Salem Chamber of Commerce at a meeting of the chamber's board of directors Wednesday night Text of the telegram, inspired by a telegram from the National Association of Manufacturers ask ing Salem's feeling in the matter, will favor "cutback of govern 1 ment expenditures where pos sible." Explanation of recent visits with heads of new business con cerns coming into Salem were outlined by Clay Cochran, Cham ber manager, and he also said "numerous other businesses are interested in Salem sites." Local businessmen and the public may "Take a Look at the Farms" during a Chamber-con ducted tour beginning at 8:30 a.m. June 5. Honeymoon With Georgi About Over INTERPRETING THE NEWS By J. M. ROBERTS, JR. Associated Press News Analyst The Russian production of a new "American spy scare, coupled with some other events of the last few days, leads speculation wheth er the MalenkoY honeymoon with the West is over. Of course, even under the Inten sified peace offensive which fol lowed Stalin's death, the Kremlin nas never entirely dropped its "hate America" campaign. But it had been greatly soft-pedaled. During this period Russia has made concessions to Western thought, or at least has done things which had the effect of softening Western thought, whatever the in tention may have been. Numerous Western civilians have been released after lone de tention behind the Iron Curtain on one pretext or another. The anti Semitic campaign, climaxed by the amazing case, of Soviet doc tors, has been relaxed but not dropped after it created a revul sion throughout the civilized world. But there has been no relaxation of the anti-church campaign, or on any of 1 the major issues dividing East and West, barring a stO. possible deal over Korea. Fear of encirclement has been evidenced from Moscow without variation of the usual theme. Pres ident Eisenhower was attacked for calling the Bermuda conference to build up a united Allied front against Russia. Russian refusal to re-open Aus trian peace treaty negotiations probably was directly due to an unwillingness to remove occupa- uou troops and cornmrmlcation line guard forces from the Balkans at a time when Greece and Turkey were solidifying their relations with Yugoslavia to ' tighten the NATO line of containment through the Mediterranean. Russian words, therefore, have been more temperate, without pro ducing any real change in Russian attitudes or actions. Whether the spy story means that even feigned temperance is now to be dropped remains to be seen. The -hate America campaign always his had a prime connec tion with relations between the Russian government and the Rus sian people, sometimes without any particular regard for foreign policy. That may be the case this time. The Ukraine being the hot spot it Is for the Kremlin, it is not impos sible that in scotching serious in trigue there the government is trying to find a foreign substitute to keep peoples' eyes off its own unpopularity. That s an old Russian govern mental custom, and not original with the Communists. If that should be the case, it would great- Mail Arrested on Biirglary Charge C C Garner of Washington State was arrested Wednesday by state police in MUwaukie on a Clackamas County warant charg ing burglary following an alleged attempt to sell property in Salem Tuesday. The arrest was made in con nection with a recent burglary in t,;ucramas county. Police records revealed that a man fitting Garner's description reportedly tried to sell an electric drill to a South Salem business man Tuesday and when the buyer attempted to read the serial number on the drill the man fled. The buyer was able to get the man's ear license number and there ensued , a police alert throughout the city, county and state seeking him.
