They said the milk administra tion last week denied their applica tion after a conference in Portland. The four! accused the milk board of arbitrary; conduct and said the board was playing favorites, giv ing advantage to the Prineville Creamery and Kilgore Dairy at Redmond. They said that .'instead of allowing a new dairy to start, i the milk board authorized the Red mond dairy to start bringing mflk into Prineviflle. j The four iare Leslie Clauson and James Frankes, dairymen, and Lester Moen and Travis Allen, creamery workers.
