Soil Destruction
COLUMBUS. O. m -Although
farmers cannot expect to increase
the percentage of organic matter
in a soil, they can offset the de
structive bacterial action of na
ture to some extent by regularly
plowing under corn stalks, straw
and green manure, says an exten
sion agronomist at Ohio State
University. -
George Gist says, by way of
Illustrating the soil problem, that
by adding 2 tons ox raw organic
material per acre every year a

Use of Fluorine
In City Water
Supply Urged
PORTLAND UV The state den
tal health director urged Oregon
cities Thursday to put fluorine in
their drinking water. :
Dr. Da -id iL Witter of the SUte
Board of Health said the state is
low in natural fluorides in water
and that as a result only four
states in the nation have a higher
rate of tooth decay. He said mili
tary draft examinations showed
this.
He said the only opponents of
the fluorine adding process were
those misguided by iar. He' told
the 27th annual convention of the
League of Oregon Cities that years
of study ta-e failed to show any
injurious effect from adding fluo
rine to tne waer.
Howard Buford, director of the
Central 'Lane County i Planning
Commission, urged planning and
zoning agencier to force private
builders to stop work on author

submitted. He said a stronger law
on this possibly is needed. He

Artists Needen't
Suffer So Much
SANTA BARBARA. Calif. HV
The idea of certain critics and
biographers that a wild, disorga
nized or unhappy personal life Is
necessary for artistic creativeness
was attacked recently bv a nro-
fessor at the University of Call-
iornia.
Dr. William Frost said there is
no simple or inevitable relation
between art and morals. They are
two separate spheres, he said, in
suggesting that esthetic Judgments
about an artist's work be kept dis
tinct from ethical ones about bis
life.
