Family, Child Welfare Group Hear Program Recommendations for study of Salem's need in juvenile detention, divorce laws, marital counseling. education and recreation were made Thursday to the Family and Child Welfare Council of Salem Community Council. The proposals to the new group came from a study committee headed by W. W. McKinney. They included research into a detention home for juveniles, ways to tighten present divorce laws, starting of a marital counseling organization, survey of education needs parti cularly for vocational schools for young persons. Melvin Murphy, Portland, exe cutive secretary of the Oregon Mental Health Association, stress ed the need for preventing mental illness. He recommended a local family counseling service, using all interested agencies, with the. possi bility that Willamette University facilities might be the best center. As to playgrounds, Murphy urg ed "be sure to leave spots without grass where children can play without upsetting the gardeners' ulcers." Next council meeting will be June 12, according to Vernon Ol sen, president. Court Hears Barge Case The state supreme court Thurs day heard arguments of attorneys in a mandamus proceeding filed to compel Circuit Judge Alfred P. Dodson, Multnomah county, to as sume jurisdiction in the action. The proceeding involves pick eting of barges operated by the Tidewater-Shaver barge lines of the Columbia River between Port land and McNary Dam. Judge Dobson refused to assume juris diction of the proceeding on the ground it should have been filed in the federal and not in the state courts. Potter Taken by Death Word has been received here of the death Thursday morning in Tacoma, Wash., of former Salem resident, Charles A. Potter, who left this area In 1918. Included among the survivors are two sisters, Mrs. Maude Abbot and Miss Jennie Potter, both of Salem. Potter was the son of the late B. W. Potter of Salem. He had liv ed in Tacoma ever since leaving Salem. Funeral services will be held Saturday at the C. C. Mellin- Penitentiary Probe Asked By Governor Gov. Douglas McKay Thursday asked the Oregon State Medical Society to investigate whether in mates of the Oregon state peniten tiary are receiving the proper kind of food. "I want to know whether the convicts are receiving better food or worse food than they should have," Governor McKay said. The governor's request followed a Monday meeting at which the state emergency board was asked to approve $150,000 covering ex tra rood costs at the prison. Board members criticized prison officials because they were spending more money on food than the 1951 leg islature had authorized. The emergency board was ad vised that the prison is spending 42 cents a day per convict for food and that amount is not sufficient. The last legislature based its ap propriation on meals costing 22 cents per convict. Governor McKay said he proba- ger Funeral Home in the Wash ington city.
