Auto Driving Causes U. S., Russ Dispute WASHINGTON, July 23V The tit-for-tat policy in dealing with Russia won't rule Soviet em bassy auto drivers off District of Columbia street that is, not au tomatically rightfaow. But maybe they will later, the commissioners , implied Tuesday unless the Kremlin bosses relax rules that deny driver permits to American official personnel in Moscow.
