Korea, Oct 2S-(P-This former north Korean capital, a deserted city of death when United Nations forces seiz ed it last week, is slowly coming back to life. : Koreans who fled the allied ad vance are. returning to their city. They carry their household goods on their backs or in carts drawn by oxen. , . More Koreans appear on the street every hour. They had fled when their . communist . leaders told them they could expect noth ing but atrocities from the Ame ricans and south Koreans. With its slow return to life, Pyongyang faces a world of prob lems. - Most of the shops and stores still are boarded up, their owners cither , fled or locked up shop rather than face the uncertain ties of the city's occupation. Woods has refused to honor a rent decontrol resolution adopted by the Los Angeles city council. He -accused council members of prejudice and said their decision to remove rent controls in Los An geles could not have been based on evidence that a housing short age does not exist. .A special attorney for the city immediately accused Woods of act ing without hearing both sides of the controversy in J shocking demonstration of flaunting con gress and the courts." ,-. Suits by a Los Angeles tenant group to prevent Woods from sign ing the decrontrol resolution have been dismissed in federal district court, the VS. court of appeals and the municipal court for the District of Columbia. - The expediter's rejection of the Los Angeles resolution is unpre cedented. It was the first time that the federal expediter has turned 'down a local resolution for lack of 'evidence presented at a local pub lic bearing. " 'Better Baby Contest.. Army Reserve Battalion Seeks Enlistments Another Salem army reserve unit opened its ranks to added personnel this week, with a large number of ratings open to quali fied men. The unit, 829th field artillery battalion of the famed 104th Tim be rwolf division, activated and trained at Camp Adair, drills two nights each month, with pay. It can add some first and sec ond lieutenants and approximate ly 80 enlisted men. Ratings are available for mess stewards, cooks, radio men, switchboard opera tors, motor transportation men and truck drivers. Veterans can sign up in the grade held at timg of discharge. , The battalion, commanded by Lt Col. Roy Edgerton, now has 29 officers and 29 enlisted men. Battery commanders are Capts. Joseph A. Coffey, headquarters; Thomas Bays, A; Arthur Bittel, B; Edwin Fronk, C, All are from Salem. Some 13,000.000 persons live long the Nile river in Egypt. French Troops Withdraw in Laokay Area SAIGON, Oct, 25-MVA mili tary spokesman said today French troops have been withdrawn from outlying positions around isolated Laokay, last French bastion on Indochina's northwest frontier. From Laokay itself civilians were being evacuated by . air to Hanoi, 150 miles to the southeast. The spokesman said the civilian evacuation was begun on the rec ommendation of military authori ties. . French troops pulled in from Laokay's outposts were reported digging defense, lines in anticipa tion of an assault by menacing guerrilla forces of Moscow-trained Ho Chi Minh's Vietminh. ' Laokay's principal outling de fense position at Muong Khuong, 18 miles to the northeast, was abandoned, the spokesman said. The troops moved back closer to Laokay.' French planes raked Vietminh troop concentrations east of Lao kay.
