! - I - I 10 The Statesman, Salem, Ore Soviet Pap ers Cite 'Atrocities' By Americans By Thomas P. Whitney MOSCOW. Sept. 24 -(JPh- The Soviet press reported today a fierce defense battle Is still raging for SeouL North Korean communiques re produced here said units of the "people's army" were repelling Violent attacks of the enemy." The civil population as well as troops, the communiques said, were showing "unprecedented her oism" and inflicting heavy losses on attacking infantry, tanks and , planes. All Soviet papers printed a re port from ! the communist New China news agency alleging that American planes made "new pro vocatory" attacks on Chinese ter ritory Saturday. " The report said one plane straf ed the village of Lakushao near Kwantein, and another plane bombed Antung 15 minutes later, wounding three Chinese. Antung is near the southern end of the Manchurlan-Korean border. A Soviet new agency dispatch from Pyongyang, North Korean capital, quoted a government in vestigating commission as charging that American troops engaged in "inhuman atrocities," including - the rape of women and the mass killing of innocent civilians. The commission's report charg ed American troops, with the as sistance of South Korean forces, machinegunned and killed 17,800 "civilian patriots" in Suwon, Tae ' jon, Chungju, Chonju and Chunju during their long retreat. American "imperialists," the re port declared have carried out .- "barbarous bombing" of undefend ed towns and villages, and "to a : considerable degree; have wiped out the basic industry of Korea. The Japanese cherry trees in Washington, D. O, were sent ; by the mayor of Tokyo in 1912. . LOUIS,-Sept 24-WVSen- ator Wayne Morse (R-Ore.) said tonight he was "satisfied" the anti subversives law passed yesterday over President Truman's veto was constitutional.' He called the law "the best com promise that could be worked out." Morse said he felt some strong law was needed "on the books be cause there is a very real danger of sabotage in this country." "I voted for it because I made a careful studygf it and satisfied myself it was constitutional," he declared. "It can be subject to grave abuses in administration. . . "If an abuse occurs that will be the time to correct it." 1 Morse, whose senate seat is be ing contested by Howard Latour- ette, was en route to Oregon from the AFL convention in Houston, Texas. ; i Wallace Gives Blessing to Anti-Red Law SOUTH SALEM, N. Y Sept. 24 -PV-Henry Wallace said tonight the new anti-subversives law ex pressed "the . sentiment of the people" In a "time of crisis." "The all-important thing," he added in a statement, "is to re peal it when the crisis is ended." The former vice president and progressive party presidential candidate, who once urged peace talks with Russia but now backs the United States' stand on Kor ea, called the measure "an ex treme step" caused by a crisis. "Undoubtedly! the passage of this legislation ! reflects the ser iousness of the times," he said. "Whenever a people feels itself called upon to make a supreme effort, it always sacrifices many personal rights." "The greater I the menace, the greater the sacrifice," Wallace continued.
