Newbry Plans The Statesmen, Sdtrau Oregon, Thurtday, SapL 21. 133 3 Go Ahead on Rent Warrants Secretary of State Earl T. New bry wUl proceed and issue war rants covering rentals involving approximately 20 branch state mo tor vehicle department offices in various sections of the: state un less prevented from doing so by the courts. This was announced by Newbry . following a conference here Wed nesday afternoon during which he and State Treasurer waiter : J. i Pearson discussed payment of these rentals under an opinion of Attorney General George Neuner holding that the secretary of state exceeded his authority when he established the branch offices and the long-term leases were invalid. "I have an obligation to issue warrants for these rentals," New bry averred, "the same as for oth er "rentals incurred by the state department.'' , . Newbry told Pearson, however, he would discuss the controversy further, with Attorney General Neuner but did not say he would ask for a written opinion as to whether the rentals are a valid obligation. Newbry reiterated a previous statement that he would not enter into any more long-term leases but would pay rentals on the branch offices on a' monthly basis. Neuners original opinion was asked by State Senator Richard Neuberger of Portland. Pearson suggested that Newbry ask the attorney general for a def inite opinion as to whether pay ment of the rentals would be legal. "If Newbry will request such an opinion I will agree to abide by what the attorney general has to say, Pearson said.
