Congress Gets
To Work on
Tax Measure
WASHINGTON, July 20 -UP-
Congress got to work today on a
multi-billion dollar tax increase to
pay for perparedness.
Without waiting for President
Truman's tax message, the con
gressional staff of tax experts be
gan studying sources of new reve
nue.
Their orders came from Chair
man Doughton (D-NC) of the
house ways and means committee
which writes the tax bills. ,
Mr. Truman told congress yes
terday he wiifl ask for new taxes-
how much he didn't say to help
finance the extra $10,000,000,000
he deemed necessary to build de
fenses against communist aggres
sion. He said new taxes would
curb inflation and profiteers. His
message asking the levies may go
to congress next week.
There was increasing talk of a
stiff excess profits tax. Such a
levy diverts to the federal trea
sury corporation profits above cer
tain limits.
Doughton gave this tax picture:
1. He virtually ruled out any
propect that tax boosts on cor
porations or individuals will be
come effective before next Jan
uary 1.
2. He said an excess profits tax
on corporations "is worth of seri
ous consideration."
3. He guessed that the time
table on a tax-boosting bttl will
call for action probably in Novem
ber or December, or possibly early
next year. :

BERLIN, July 20 -WV With the

A flight of about 60 Russian fight

have been only a training maneu

! While 4he little Germans talked
