Powers, first stringer sidelined with a hip injury in USCs game with the UCLA Bruins, has a doc tor's permit to play against Notre Dame. Willis O. Hunter. USC athletic director, said the team physician told Powers he may play provid ing he participates in no contact work prior to the game. Hunter said 48 Trojans are mak ing the trip to South Bend.
