, : - v. i V Ruling Upheld Against Union PORTLAND, Nov. 2.1-(ff)-The national labor relations board has upheld a hearing examiner's rul ing that CIO marine unions in volved in a waterfront dispute at Coos Bay were guilty of unfair labor practices- NLRB Spokesman Robert J. Weiner said today that the CIO maritime unions were defendants. They were charged with illegal co ercion of employes of the Irwin Lyons Lumber company. The dis pute mvolved a Jurisdiction claim by the CIO cooks, stewards and engine room workers on the jobs aboard the company's lumber schooner Rolando last April. The ship was manned by AFL union members. A dispute involving loading of the ' schooner-was settled earlier this year with CIO longshoremen signed to do the work. : The board ' dismissed company charges against the CIO long shoremen and also turned down a secondary boycott claim by the employers against the union. The NLRB held that the Coos Bay Boom company, which was pick eted In the dispute, and the Irwin Lyons Lumber company were of thesame ownership and not two seperate employers. The board also disagreed with the examiner who had determined that the longshore union was re sponsible for beating up two com pany employers. The - board held the action was away from the 5icket lines and there was no ev dence the union officers provoked the, attack- County to Call Bids on Street Improvements Construction bids on proposed improvement of several roads northeast of Salem will be adver tised in the near future, the Mar lon county court announced Mon day. The roads include Brenna and Jelden avenues and 34th street. Expenses of proposed improve ments will be- assessed to prop erty owners in the areo who mt recently with the court to hear cost estimates. Another meeting of residents with the court Is scheduled after bids are in. The court has re served the right to reject bids if - property owners believe costs of construction would be exces sive. Judge Grant Murphy said 4m- Erovements would include grad ig. graveling and surfacing with asphalt-type pavement He also said a drainage -project would be Included if it were found oieces iary. Wounded Lebanon Woman Still in ; Critical Condition i Statesman Kcwf Scnriea LEBANON, Nov. 21 U Mrs. Lorene Rook Martel, 32, who was found in a hotel room here Sat urday night with a bullet would in her stomach, remained in crit ical condition today. : The woman was taken to Leb anon Community hospital from a local hotel. Coroner Glenn Hus ton found her unconscious with a .44 calibre revolver beside her. Huston said the wound was self inflicted. Because Mrs. Martel is tn too serious a , condition to be questioned, Huston said today it Is not known whether the shot was accidental. Explosive Found Under Rail Bridge NELSON, B.C, Nov. 21 -(CP)-Provinclal police tonight , report ed here that dynamite had been found planted in a wooden water culvert under the CPR tracks at Glade, B.C, 16 miles west of Nel son. They said it evidently had been there over night The fuse was described as a type used in bombings in Douk hobor areas. Phone X4424 mm Obituaries Julias Smith ) ALBANY Julius Smith, 72, of Albany died in the St Vincent hospital Sunday, following a brief mness. funeral services wm De held ffom the Fortmiller-Frederic- sen chapel in Albany at 2:30 p.m.. Wednesday with Rev. Orville Mick officiating. Burial will be in Wil lamette Memorial park. Born in Chicago, lit, July 22, 1877, Smith came to Oregon in 1898 and located in the Provi dence community, where he lived for 38 years. Since 1838 he had made his home in Albany. He was a member of the Christian church, and for some time had been care taker at the Albany public library. In Vancouver, Wasb4 on March IS, 1942, Smith married Mrs. Anna B, Schiler.i who survives as does a daughter! by a former marriage, Mrs. G. Li Chaney of Lebanon, and two stepsons, Edwin R. Schiler of Vallejo, Calif., and Paul EL Schi ler of Neselle, Wash. Surviving al so are, two sisters,; Mrs. Mary Bar tholomew of Denver, Colo., and Bin.. Funeral services will be held from the Donellson 8c Sewakk chapel in Hills bo ro at 1:30 pjn. Tuesday under direc tion of the Fisher Funeral Home of Albany. Rev. Clarence Forsberg of Hillsboro will officiate. Burial will be in Fir Lawn cemetery at Hillsboro. Arthur Gillmore was born May 8, 1885, in Alexandria, Minn., but came to Oregon when young and had spent the greater part of his life at Hillsboro, coming to Albany two years ago. He served as divi sion superintendent of the Tuala tin Valley division of the Portland General Power Co., retiring two . years ago. Since then he had made his home 'wit)) jfosi&iWeifxb John R. Baines, and family in AV bany. ' On June 8, 1908, at Hillsboro, Gillmore married Addie Lee Lane. She died in 1948. Surviving are two daughters and a son, Mrs. Baines and Richard H. Gillmore both of Albany, and Mrs. Robert F. Main of Portland; ajlso a bro ther, Rosell Gillmore and a sister, Mrs. Mary Butterfield both of Minneapolis, Minn.;, and nine grandchildren.
