Snead's total of 134 for 36 holes put him three strokes ahead of Dick Metz of Virginia Beach, Va., who also had a 67 today. That 67 is five under par for the 6,850-yard Alcoma Golf club course, where par is 36-36 72. Delayed by a driving rainstorm, Snead heeded five strokes on the par three, 250-yard second hole, but from there on he played virtu ally perfect golf. Playing on a course made to order for his long-hitting game, the White Sulphur Springs, W. Va., Cloutet1 bounced back after that one bad hole to reach the turn in 34, two under-par. Except for the delay, the wea ther didn't trouble the leaders. Bobby Cruickshank, little Pitts burgh Veteran, had a hole in one on the lame hole where Snead had his only trouble. Met covered the short back nine in 31 for his 67 after first-round 71. Gene Webb, of Clayton, Mo., also had a 67 today to enter a thee-way tie for third place at 138. Deadlocked with him were Dapper Lloyd Mangrum of Chic ago, who finished in the rain for a 71, and Otto Greiner of Balti more, who came in with 70. School Board Peruses Plan INDEPENCE Monmouth-Independence school board met Wed nesday night in Independence grade -school to discuss the water and power situation for the new school building. Representatives of Mountain States' Power company were pre sent but definite figures could not be provided by the company until next week,; said George Corwin, superintendent of schools. The board hired Phoebe Cannell of Pacific university to teach Eng lish and gjrls' physical education in Monmouth high school next year. She has recently taught at Ti"amoolc high school. Independeiiee Tax Proposal Dropped INDEPENDENCE After a lengthy discussion and objections by a large group of local busi nessmen, the matter of an oc cupation tax for the city was drop ped at a special meeting of the council Tuesday evening. In answer to queries Mayor Ralph- Spencer admitted that at the present time there was no need for the special tax. After a discussion with business men favoring a reduction in the beer parlor license but objecting to reductions in the pinball license, the council voted to cut the beer parlor license from $500 to $250 a year and the pinball license from $200 tp $100 for each machine per year.
