The third convict, John LJward Ralph, pleaded innocent o the arson charge, and his case was con tinued for setting a trial date. i Pleads Innocent Clyde L. Maitland pleaded in- ' nocent to a charge of escape from the state prison and his case also was continued for trial date. Lawrence Osterman was ap pointed attorney by the court for Donald O. Jones, charged with escape, and the case was continued to July J for arraignment. Imposition of sentence was sus pended for Nellie Axberg, charged i with obtaining money by false pre- j tenses. She was placed on pro- t bation for two years. Robert Osborn, charged with i contributing to the delinquency of a minor, reecived a one-year sus- ! pended county jajl sentence, and , was placed on probation "three years. Leslie Grazier pleaded guilty to a charge of obtaining money by J false pretenses after waiving' grand jury investigation. He re- j ceived a six-months suspended i county jail sentence. Here's today's question: QUESTION: What is the justification for saying that theiSalem community needs 200 more general hospital beds and equipment? ANSWER: The Oregon State Board of Health made a survey of Ore gon in 1947 and, on the basis of accepted standards of need, said Salem should have 184 addition al general hospital beds. Many people who should have had hospital Care could not get suitable rooms and have fought, out their illnesses at home or. be hospital care if proper conditions prevailed in this community. There is no: way of knowing just who all the people are who needed hospitalization but who could not get it as they; needed it, but there is a way of forming a dependable; opinion pf how many should have had hospitali zation and who would have had care if proper conditions pre vailed in this community. It is reasonable to assume that the people in iSalem community are at least an average of good American communities. It is on this . assumption and upon the fact thct one person in eight has a hospital experience every twelve months if adequate hos pital beds arejavailable that the Federal and State Health Au thorities say 4 hat Salem needs 184 additional general hospital beds. ' If Salem hospitals had still fewer beds, still more people would have toi' fight their illness es out at home regardless of con sequences. QUESTION: What reason does anyone have for believing that $1,100,000 can b- raised in this community for hospital construction and im provements? ANSWER: The Salem hospital service area is certainly above the aver age community fn per capita wealth, per capita income, and standard of living. Other com munities are raising funds to pro vide adequate hospital care for their people. Here are a few re cent examples in this section of country. Went tehee, Washington with a population of 12.000 peonle serv ing an additional 8.009 raised $308,000; an avcrape of $15.40 per person. Yakima, Washington with a population of 35,000 nnd serving an additional 35.000 raised $1, 650,000; an average of $23.57 per person. v Newport, Oregon with 5,000 people subscribed $104,000; an average of $20.80. Bend, Oregon and community of 20,000 subscribed $430,000; an average of $21.50. Prineville, Oregon and com munity Of 8.000 subscribed $383, 000; art average of $47.87. And Nyssa, according to an editorial in the Oregonian, sub scribed $89.00 per person for a new hospital. Salem with 50,000 and serving 30,000 more can subscribe $1, 100,000 on an average per per son of $13.75.
