Rural School
Budget Ballot
Monday Night
The new act governing school
district elections will be in force
Monday when the Marion county
rural school district annual bud
get is up for balloting in the
county's 92 elementary school
districts.
Although the total 1949-50 bud
get comes to $1,218,365 that por
tion which is outside the 8 per
cent limitation ($1,120,671) will
be up for consideration by the
voters. The balloting will be held
in each district's school house from
S to 0 pjx.
Also up for consideration ia a
proposal to consolidate Stayton
union high school : district (4-J),
with the Marion i county rural
school district. The union high
district lies in both Linn and
Marlon counties. For the proposal
to pass the merger must be ap
proved by voter ; in the union
high district and la the rest of
. . v m t i 1
ine mnoa county rural khooi
district.
The new law regulating school
voting was passed recently by the
legislature. Because it carries the
emergency clause, it is "now in
full force and effect," according
to Rex Putnam, state superinten
dent of public instruction. In gen
eral It sets up these requirements
for Monday's voting in school dis
tricts: 1. The voter must be regularly
registered with the county clerk
in an election precinct or part
precinct within the school dist
rict. Such registration must be
completed at least 130 days before
the election.
2. The voter must have been a
resident in the district at least
six months immediately before the
election. The six months' resi
dence may be established by
common knowledge or by chal
lenge if the voter's residence is
in doubt. In Monday's election t
all districts voters will be requir
ed to sign affidavits stating they
are registered voters.
3. Voting by absentee ballot is
prohibited. The Voter must be
actually present.

Oval Wheels
Patented for
Use on Cars
NORTH TONAWANDA. N. Y.,
April 16 -(.-P)- Remember the old
bumpy ride ' gag" about square
wheels? Well, stop laughing a
man here has invented oval ones.
They work too.
John F. Kopczynski demonstra
ted his invention today with a
ntodel.
Kopczynski, president of the
Pivot Punch and Die Corp.,
said he had been working on the
idea for 10 years. The object, he
explained, is to give more "dig
ging in" power for heavy going
through mud or snow.
The problem of a smooth ride
ha been solved, too. The wheel
come in pairs, one ahead of the
other. They ar mounted on a
rocker arm and are synchronized
so that when the flat side of on
is on the ground, the other one is
on its peak. When the wheel go
around, they look like they ara
"walking." but the forward mo
tion of the asde 1 steady.
What doe the inventor think of
his device?
"It's the first Improvement on
the principle of the wheel since
the days of the cava man," he
said.
Practical application, Kopczyn
ski adds, might include use on mil
itary vehicles, farm implements
and earth-moving equipment.
The inventor already has a ba
sic patent. He says patents on re
finements are pending.

UAL Office at
Salem Given
Safety Award
The United Air Line tation
taff at Salem has received a cer
tificate of safety from UAL head
quarters for air operations at
Salem airport throughout 1948
without injury or damage to any
passengers, employes or equip
ment. H. F. Sweeney, UAL manager
here, received the framed certi
ficate in a Denver conference from
J. A. Herlihy, UAL vice president
for operations who commented
that Salem's award was outstand
ing especially because of the big
increase in operations when the
Portland airport was flooded last
spring.
Salem was among 14 of the 71
UAL stations to receive the safety
award. Sweeney said the safety
record was earned here through
the work of his staff assistants,
H. E. White, L. F. McLaughlin.
S. L. Kent, L. G. Bosten and
C. J. Amend.
Sweeney also received company
information showing that the
rated "arrival performance" for
UAL last year represented an 18
per cent improvement over 1947.
Any delay or incomplete flight
counts against the record in this
rating. He added that UAL planes
completed 96 per cent of sched
uled passenger mileage in 1948.
