Stadter advised the Marion county court 'Tuesday that I it can make no rebate on pur- aog licenses and that no tax rebate can be made on dis eased cattle condemned by the state. The district attorney also ad vised the court, in a third opin ion, that all money in the county doe control fund in excess of $1,000 as of January 1 must be turned over to the county treas urer. A farmer, living north of Salem, had petitioned the court for a re turn on personal property taxes paid on stock which had been de stroyed by direction of the state Bang's disease control officer. The tax rebate would have amounted to less than $10, if granted. The court also was asked re cently by a man for a refund on a $2 dog license. The 1949 license, dated January 3, was purchased in December. The dog died on December 31. The unidentfied man wanted his money back but Stad ter's opinion blocked the rebate. Maple Named In Suit Alleging False Arrest A suit alleging false arrest and demanding $55,000 damages has been lodged against Howard Map le, Salem business man and city alderman, by a Portland man. William F. Cory filed the suit in Marion county circuit court Wed nesday. He alleges that a complaint filed against him last November by Maple charging forgery, was false. Wins Prize for Citizenship Doris Groves of Lebanon won the title of Oregon's Good Citizen ship Pilgrim Wednesday in a state wide drawing by Gov. Each chapter selected a high school girl whose qualifications for good citizenship it considered best among those of candidates submit ted by the people. the winner receives a $100 bond in lieu ol a trip to washingtpn. Cory presented evi dence to show that at the time the alleged check involved was passed at a sporting goods store then own ed by Maple, he, Cory, was aboard a"Ship in the Pacific. Capt. Max Alford, state police handwriting expert, had identified the $125 check as being written by Cory. The check was passed at Maple's store last July 13.A photo static copy of a steamship passengers- list, presented in court, placed William F. Cory aboard the steamship Gen. M. C. Meiggs en- route from Guam to San Francisco from July 10 to 22. Cory was arrested last Septem ber 20 by Salem city police on a complaint signed by Maple, ac cording to court records. Theodore Pierson, coordinator, told about the cooperative part time training program in operation here since 1931 and traced the history of practical vocational siuay. In order to give the student something to "sell" in addition to his diDloma. the urogram, said Pierson, provides a laboratory in a place of business, as well as training related to the job. The students attend classes in the morning and work in the after noon and on Saturdays. Pierson said many students had found new interest in school after beginning the vocational program and learn ing their educational needs on the job. Short talks by Richard West. who is doing radio repair work, and Beverly Wickstrom, who Is selling in a clothing store, while studying distributive education, noted that the program gives stu dents a chance to earn while they learn and that they had to ac- quir ethe job before they could begin the new type of training. To make it an all-Salem high meeting, solos were played by Ro bert Wilson, saxophone, and Daryl Peters, Trombone, both ac companied by Virginia Benner. Principal Edward Carleton intro duced th espeaker, and Donald Jessop, - director of Instrumental music, introduced the musicians.
