The De cember wheat delivery and the thinly traded rye contracts were alone in resisting the downward trend. Trading was active. No SIS PermLssion for hotels, restaur ants, clubs and common carriers of passengers to mix and sell alcoholic liquor by the glass, with or without meals, would be granted an initiative meas ure proposing amendments to the Oregon liquor control act. Known as the liquor dispens ing licensing act, the proposal provides for licensing of such establishments at $500 per year, with all liquor used to be pur chased from the state liquor commission, at a tax of 25 cents per container. Bonding at $5,000 would be required. The liquor commission, through state stores, now con trols all sales of hard liquor, handled by the bottle only. Present club Licenses enable the customer to buy a bottle from the state store, check it at the club and pay a service charge in ieturn for mixing of drinks from that bottle. Service of liquor is now prohibited on pub lic passenger conveyances with in the state. The proposal is aimed at "fur thering the temperate ue of al coholic liquor." according to its sponsors, the Oregon State Fede ration of Labor and Portland hotelmen. They say it would "simply eliminate the necessity of purchasing a bottle" and be s hard blow at bootlegging, i Denial that the liquor produc ers and handlers are interested in decreasing consumption of liquor is voiced by the bill' opposition.
