It appears to permit expansion of Salem Electric into new areas of the city under the good old Ameri can democratic rule .' . . whenever 50 per cent or more of the voters or electric users petition the city coun cil for Salem Electric service. BUT LOOK OUT FOR THE JOKER! The franchise does not de fine the word "area." An "area" might be a neighborhood ... or a city block ... or just one city lot! By means of this trick Salem Electric could force the city council to let it string power lines clear acroas the city. The protest of the other prop erty owners . . . 99 of the sur rounding property would be futile. Your city council now has control over electric lines in the city. It should have control.' If you are being injured by what an electric com pany does, you should have an appeal. But there's no appeal provided by Salem Electric's proposal. You can't even appeal to the state public utilities commissioner. No agency has authority to regulate this "non profit" organization, which is the legal device under which Salem Elec maaks its operations. Don't surrender your property rights and your right of appeal to an organization whose only promise of service Is that It wiil build electric lines if, when and only whmrm It pleases mm o mm fflr-o wai-m -ess WsO muM s OREGON fDfPT.0f AGRICULTURE!
