Teacher Shortage Remains asli Handicap for Oregon Schools j Oregon schools win continue to be handicapped during the 1943 49 school year by a shortage of regularly qualified teachers, largely due to inadequacy of compensation, according to officials of tha state department of education. The situation shows little or no improvement from tha past foua or nve years, saia Hex muura, state superintendent of public instruc tion, who noted that approximate ly' Z.OOu teachers would operate under tha emergency teaching certificate plan, which is about the :; same number as last year. A substantial number of teachers receiving emergency certificates -possibly 90 per cent are from the; eastern and middle western states, he declared. Tha minimum salary tor teachers in Oregon is $1,800 a year, which Putnam said is considerably lower than the mfnimtim compensation provided In the states of Washington and California. ... In Marion county alone there is a shortage of more than 20 teachers in the elementary schools with indications that some of the schools will have to operate short handed. stnrai Areas Shert Putnam said the most serious shortage of teachers, based on ex' lsting contracts for the next school year, is in tha rural school dis tricts and in some of the larger high schools. Teachers in special ized subjects also are difficult to obtain despite that their salaries have been boosted in soma in stances as much as 150 per cent over five years ago, Putnam con tinued. Putnam said some relief had been obtained during the past few years through consolidations of smaller school districts. These con solidations, Putnam declared, had made it (possible to Increase teachers salaries and provide more attractive working condi tions. In virtually all Oregon school districts the salary schedule is far above the minimum per mitted by legislative action. Lack of Facilities Another serious situation con fronting Oregon educators, Put nam declared, is the lack of school facilities. lie predicted that the 1948-49 enrollment would far ex ceed that of last year with only a handful of new school buildings under construction or recently completed.
