All cereals ended higher on the board of trade after a day of rather erratic price fluctua tions. Soybeans declined. The agriculture d e p r tment forecast came after the close yes terday. However, It had been an ticipated by private forecasts made last week, which did not show any material difference with the department's estimate on any grain but oats. The de partment's oats forecast was low er than expected. Covering by previous short sellers was an important factor in the underlying steadiness, par ticularly in corn. Prospects that wheat exports will be stepped up and a' lowering of margin re quirements, effective tomorrow. helped the market.
