New Proposal Added to St. Paul Union High School Controversy By s SUMmi Staff Writer ST. PAUL. Ore. May .The formation of A 12-dUtrict Union high school for northern Marion county ww propoacd today In the latest development of a controversy over the already-approved $193. 00 high school in St. PauL The proposal was in the form -of an oiler, tay William A., Brown, to donate 25 acres of land at Broadacres east of here for a new union hitjh school on condition that all 12 northern Marion county ele mentary school districts form a new unit. The $195,000 school contem plated here would serve only the six elementary districts now in the St. Paul Union Hih school dis trict St. Paul, Tour Corners, Ma bofty. Bay bell. Arbor Grove and Cheaapoef- The other six elementary dis tricts in this end of the county are Hubbard. Broadacres. ButtevUle, Donald, Aurora, and White School. None- of the latter are in a high school district. Brown's offer wee made to Refer F. Williams of Mahony and Walter Smith of Champoe. who with Henry Zom of Champoeg and that revenue from all sis elementary districts is warranted and necessary. The assessed valuation of the six other elementary districts which would be included if the 12-distrlct area proposed is 1,600 Boys to March in Scout Circus Parade Approximately 1400 boys will march through Salem Saturday morning in the opening event of the annual Cascade area council Boy Scout circus. The parade will start from Marion square at 10:30 o'clock. The circus will begin at t p.m. in the state fairgrounds horse show pavalion. Line of march will be south on Commercial to State street, east to Liberty, north to Court; east to High, south to State and east into the courthouse grounds to disband. The reviewing stand will be at the chamber of com merce. Leading tbe parade, according to Edward Majek. chairman, will be the Sea Scout Ship Willam ette. The first section will be .Boy Scout troops, follewed br Cub Scouts, senior units and a Sweet Home group of scouts and floats. The Salem Saddle rlub and Mar ion County Sheriffs patse will follow. Bands, one in each section, will be from Leslie and Pairish jun ior high schools, Salem high and Sweet Home scout troop. An add ed feature will be the state boys' training school drum and bugle corps from Wood burn. Ribbons will fee awarded on the basis of parade appearance and condict. Among the numbers Included in the evening program is the annual Eagle court of honor, larg est yet in this council. The 14 scouts to receive the Eagle awa are Gordon Garboden, John Hen- ning. Robert Cooler, David Cool ey, Lloyd Hamjrn, Bob Dyer, James Todd, Ervin Shephard and Gary Messing, all of Salem; Con rad Hamman, Gary Burcn au Richard Mills, all of Independ ence: Ralph Loe and Dick Cam berg, both of Sweet Home. It is known that factions op posing the high school here have been studying Wednesday's vote with a view to possibly challeng ing the results on the grounds that votes should not have been accepted from persons whose only property qualifications constitut ed stock or membership in the St Paul Telephone Co-operative. Mrs. Carl Smith, chairman of the election board, said, however, that assurance had been received from the Marion county tax of fice that the telephone co-operative was on the assessment rolls and therefore that members were eligible to vote. The current controversy dates bo-k to the time when the St. Paul union high school district wa informed the school must be Improved to conform to educa tional standards. The issues of taxes and com munity loyalty have played their part since.
