Portland, charged with the theft of 10 house Jacks from a Salem residence larch 30. will be arraigned in Marion county district court to day on a charge of larceny. Christie was returned from Port land Monday by a Marion county deputy sheriff and is being held In the county jail in lieu of $1,000 bail. No Fuel Tax Refund Due on Forest Roads The state department is not authorized to refund motor fuels taxes involving federal forest roods. Attorney General George Neuner ruled Monday. "We fail to see where a United States forest road, open for pub lic travel, can be claimed as a privately owned road, regardless of whether it may be in part im proved or maintained by private funds," Neuner wrote. Boycott Ruying Effects Small Here, Believed Salem's organizel labor will not be affected "in the immediate future" by action of a Portland circuit court judge, who Satur day ruled that Oregon's ban on secondary labor boycotts was un constitutional, Herbert Barker, executive secretary of the Salem trades and labor council, said Monday. "No local labor-management negotiations involving secondary boycotts or hot cargos are In operation now," Barker said. "Even in the past Salem unions have had few occasions to use pickets in such disputes. Now that the air has been cleared again, I believe that even fewer labor management disputes will come about." Portland Circuit Judge Charles W. Redding, in making the ruling last week, said that the law (sec ondary boycott ban), in effect forbids workers involved In a labor dispute to gain support for their side by publicizing the dis agreement. Such a ban on publicizing a dispute. Redding said, infringes on the constitutional guarantees of freedom of speech and press. The judge made the ruling in de nying the injunction asked by a Portland coffee shop. The shop, which employes non-union wait resses, has been picketed by a waitress and cafeteria woman's union. The boycott law was passed by the 1947 legislature. Barker added that not many unions in Salem are in industries where secondary boycotts become involved in ne gotiations. John Fuhrer Rites Today Final rites for John Fuhrer, re tired farmer and long - time Sa lem resident, will be held this af ternoon at 2 o'clock from the Clough - Barrick chapel with in terment in Belcrest Memorial park. Fuhrer died at his home, 1445 D st., Saturday from a heart at tack. He was born in Switzerland July 22, 1859, and came to the United States 52 years ago. He lt Down. Mrs. Hyland Hurt in Wreck A Salem woman was hospital ized Sunday following a collision in the 600 block of Center street involving two cars and a parked truck. In Salem Memorial hospital in "fair" condition Monday night was Mrs. Bessie M. Hyland, 1165 Madison st. First aid attendants who took her to the hospital said she was suffering from two se vere face cuts and shock. City police said the accident oc curred when Mrs. Hyland's auto and one driven by Philip H. Hart ung, Salem route 3, collided and hers was forced against the curb and then into the rear of a parked truck owned by Lucien Dupre of Salem. Both cars were extensively damaged But only Mrs. Hyland suffered injuries, po lice said. Belt, Dallas native and long-time Salem resident, will be held at St. Paul's Episcopal church Wednesday at 10 a. m. The Rev. George H. Swift will officiate and concluding services will be in Belcrest Memorial park. Belt, son of Justice Harry H. Belt of the Oregon supreme court and Mrs. Belt, died in his sleep late Saturday or early Sunday in his home at Gold Beach, where he had been practicing law since being mustered from the service. Belt came to Salem from Dallas in 1925, when his father was ele vated from the circuit judgeship to the supreme court. He gradu ated from high school here in 1930 attended Moran Junior college, graduated from University of Oregon and was admitted to the bar in 1935. Returning from the service, Belt became associated with C. H. Buffington of Gold Beach, and recently formed a law part nership with him there.
