I 12-VP)- The house c-1 lords approved by voice vote tonight on second decisive reading the Attlee bill giving the labor government almost unlim ited powers in dealing with Bri tain's economic crisis. The lords' action on the bill, bitterly assailed by the conserv ative tr petition as a dictatorial measure, came scarcely 12 hours after the house ot commons Bit tin throughout the night voted final approval in preparation for recessing tomorrow until Oct. zu, The vcte in the house of com mons was 171 to C3. Canada Threatens Newsprint Embargo OTTAWA, Aug. ll-iJP)-A par tial embargo against the shipment of Canadian newsprint to the United States was seen tonight as a counter-move to Washington's decision to ban temporarily move ments of VS. coal over Canadian National Railways lines. In other action the board auth orized ,$26,803 expended from the 1946-47 budget for a West Snlem school site be transferred from the postwar construction fund. and placed the bus transportation on a cost basis, at a two cents per student per bus-mile charge, for outside districts without disturb ing the rone method of charges for individual students. Umatilla Rejects Boundary Growth UMATILLA, Aug.' 12 -P)- An expansion plan designed to pre vent construction of slum areas around Umatilla met' defeat at the polls yesterday in "this McNary damsite area. The proposal was to extend city limits to cover an area about a third the size of Portland. Residents east of, town rejected the proposal, 86-0. Those west of town turned it down, 53,2.
