A city government is no better
than the people who run it, Chris
Kowttr, local attorney, speaking
on city management, told the Sa
lem B"trri of Realtors at a lunch
eon meeting Friday at the Marlon
hotel.
Pointing out that Salem would
have a city manager form of gov
ernment after January 1, Kowltz
urged his listener to take an ac
tive interest in city government
and to rote for competent offlce
seekera. Ed Putter, president, reported
on the recent state real estate as
sociation convention at Gearhart.

The VA'i regional office In
Portland has informed Mr. Smith
that a sampling of files for the
state indicates that 1200 or more
veterans are subject to removal
from the subsistence rolls imme
diately. Thene already are earning $173
a month If single or. $200 if. with
dependents, even without count
ing irv their government checks,
hence are no longer eligible for
subsistence under new amend
ment to the G.I. bill, Mr. Smith
explained
About (too other veterans are
expected to exceed the earning
ceilings within 90 days as they
progress io a higher wage scale
and an additional 1000 within six
months. Altogether, about 7000
ex-servicemen and women were
counted recently in on-the-job
training. Tour out of every five

tween actual earnings on the job
and the $175 and $200 ceilings.
The VA expects to survey on-the-jb-training
establishments to
determine if courses meet stand
ards set by the new law. Veterans

CIO Favors

A third national political party
was asked in resolution passed
by the Oregon state industrial un
ion council, CIO, at Its convention
today.. , ? -. .-
The resolution claimed labor
and the people "are being betray
ed and sold out by republicans
and that "even the democratic
party is primarily a party of the
rich and wealthy."
Endorses Snell
The council endorsed republican
Governor Snelt for reelection, but
switched v to the democratic can
didacy of David C. Epps- of Mill
City for secretary of state and
Ralph Peoples, Silverton, for state
labor commissioner and voted to
support all four democratic can
didates for congress.

Support of the CIO political ac
tion committee was urged for this
year's elections because of the im
possibility of launching a third
party before that time. !
Secretary Stanley Earl labeled
the (GOP "the party of big busi
ness" and said that Truman should
again return to the haberdashery
