Oregon, Frldar MonJng, April 18, 1343 OregonState Legislative Costs Told Compiling the. final calendar of the 2943 legislature, which will be completed Monday night just ' within the deadline of 40 days Allowed by a joint resolution of - the . senate and house of repre sentative, will cost the taxpayers of Oregon approximately $5348. ; ' Charges against the house for .this work total $3068 and the sen ate $2280. The larger house cost : is due to the employment of two of its members in addition to the regular desk 'clerks. These bouse members were Representatives John Steelhammer and H. R. ." Jones, both of Marion county. Jones compensation covered 19 days. Senate costs for completing the final calendar: Zylpha Burns, - Portland, chief clerk $12 a day, $480; Elizabeth Glatt, Woodburn, assistant chief clerk, $9 a day, $360; Pearl Schaffer, Portland, calendar clerk, $9 a day, $360; El bert Bede, Portland, reading clerk, $360; Carolyn Porter,: secretary to chief clerk, $6 a day, $240, and . W. H. Steiwer, president of the senate, $12 a day, $480. Total 82280. Total costs of the '1943 legisla tive session probably will , not be announced for two or three weeks as a number of claims have not yet been received and audited. FORMER 18 inside ,5 Mrs. P. H. Raymond, former resident and active in club work Jn Salem for many years, was buried at San Francisco Thurs day, according to word received by Mrs, Charles WeDer, 150 West Luther street. She ' died in the southern city Monday. Mr. Raymond, who died sev eral years ago, at one time worked In the Salem postoffice and later erved as bailiff for the Oregon tate supreme court. During his residence here he was an elder of the First Presbyterian church. He and Mrs. Raymond moved to California several years ago. WU Election Vote Revealed Results of the Willamette uni versity ; election held Thursday made John Macy, now junior class president, student body president elect after ;a quiet campaign, in which XIacy was opposed by Mark Hatfield and Hollis Huston. New first vice president will be Sybil Spears, a member of Beta Chi sorority, who triumphed over Dor- " othy Estes. Don Barnick gained a majority over Lawrence Wills, who was nominated from the floor - at the student body meeting last week. Only ; undecided issue of the election was the post of secre tary, for which neither Darlene Dickson, Phyllis Guef froy, nor Su sanna Schram gained a majority vote. A re-vote , next week will give student body1 members a chance to decide between the two highest ranking candidates. Miss Dickson and Miss Guef froy. Nadene Mathews, Wallulah. ed itor this year, became Collegian editor for 1943-1944 when no op position to her election was ex pressed in the poll cast Thursday. Although Jack Glasse was elected new Wallulah editor, he immedi ately asked permission to resign in favor f his opponent, Margaret Pemberton. The office of publica tions manager will be filled by a student council appointment be cause no eligible candidate .was selected by the publications board. John Macy, a Salem resident who belongs to the Alpha Psi Del ta fraternity, led his nearest op ponent, Mark Hatfield, " by 53 votes. Total of persons voting was 329. Macy is a track letterman with a long record of school activ ities. Greatest margin in any' part of the election was the majority of 71 gained by Sybil Spears. Don JSarnick, also an Alpha Psi, led Lawrence Wills by 43 votes as he became second vice-president and director of elections. 182 Drivers Lose license . A total of 182 motor vehicle op erators were deprived of "their drivers licenses through suspen sion or revocation, following court convictions during Mardv Secre tary of State Robert S. FarrelL Jr., reported, Thursday. There we r e revocations, most cf which resulted from con victions on charges of driving while intoxicated. Crowder, general mana- ger of the National Retail Credit association, : with offices in St Louis, Mo, will be guest speaker at the Friday noon meeting of the Salem -Retail Credit association in the Golden Pheasant, April 16th. Mr. Crowder is j the man aging head of the largest trade association specializing in credit in the United States, the Nation al Retail Credit association hav ing 25,000 regular members and 200,000 associate members. He will speak on the future of retail credit under war time controls. .Since there will be no conven tion of the national association this year, Mr. Crowder is attend ing the district conferences of the credit grantors throughout the United States. He is coming to the northwest conference to be held at Spokane, April 19th and 20th and just recently attended the Dixie district conference in Alabama. s " Habitual Criminal Trial Opens Despite entry of a series of eight objections as to the consti tutionality of the law involved and the methods of procedure, Marion county's first trial under the state's habitual offender's act opened before a jury in Circuit Judge George D u n c a n's court Thursday and continues there to day. - 1 i Elmer Ellsworth Zimmerman, now serving a sentence at the Oregon state penitentiary on charge of having received stolen property,' defendant in the case, allegedly has six times been con victed and sentenced for felon ies. Thei habitual offender's act provides for a life sentence after fou such convictions and sen tences. i Objections interposed by Ralph Skopil, attorney for Zimmerman, as the trial opened were: (1) the defendant is thus placed in jeo pardy twice for thej same acts, (2) the conviction would be ex post facto, (3) the defendant has been denied the right to grand jury consideration, an objection earlier overruled when presented irt slightly different form prior to the trial date, (4) such action is an attempt to increase the pun ishment j for a crime previously committed, (5) the penalty is not proportionate to the offense, (6) the action attempts to deprive the prisoner of life, liberty and prop erty without due process of law (7) the' punishment is not pro portionate to the offense or founded on principle of reform, (8) the action is a matter of vin dictive justice. - Records were produced as main feature of the prosecution Thurs day, with Skopil objecting to in traduction of some on the ground they preceded establishment of the habitual offender's act. Pair Arrested On Theft Charge j o Earl Edgar Mudie, 23, Valsetz, and his father-in-law, William Carpenter, 54, route two, Mon mouth, were held Thursday at Corvallis following their arrest Wednesday on a charge of pos session of stolen property an en tire houseful, officers declared. Plumbing was juprooted and tools as well as furnishings tak en from the route" two, Mon mouth, (Airlie district), resi dence of Delbert L.. West some time in February while West was living in Vanport and working at a defense industry, state officers here said. Mudie and Carpenter had the goods in their possession, it was alleged.
