Uberty Loans Contemplated
' . - WASHINGTON, March 2HF-Secretary , Morgenthau an
nounced .Thursday that four new types of treasury securities,
ranging in denomination' from 10 cents to $10,000, would be jsold
to children, the man-in-the-street and bankers to finance a lirge
part or the defense program.
: Some officials have indicated
hopes of selling between $3,000,
OOOJOOO and $4,500,000,000 worth
of them in the first 14 months
after the official opening of the
sales - campaign' on May 1. Mor
genthau, however, declined to say
what his goal was.
Sine the treasury probably
; will have! to borrow more than
S10,00,00,0&0 la the next year,
however, the treasury will sup
plement these sales with reru
lr ! subscription sales of the
vsusl treasury securities.
Morgenthau hopes the securi
ties announced Thursday will be
bought by; the general public in a
savings , campaign. Some econo
mists believe such a -campaign
may Ward: off inflation by induc
ing people to save instead of
spending to : the limit and' thus
bidding up prices.
To J stimulate sales, the treas
ury is planning a campaign ri
valing the Liberty bond drives
of World war days.
On I the! opening day. May 1,
about 16,000 postoffices and the
federal reserve banks and
branches will have the new se
curities for sale. More postoffices,
thousands of commercial banks,
and" possibly department stores
may be enlisted later as sales
places.
President Roosevelt has prom
iaed to make the first purchase,
and Mrs. Roosevelt the second.
Briefly, the new securities fol
low: Postal savings stamps In
denominations of 10, 25 and 5
cents, and $1 and $5.
Defense saving bonds Al
most identical with existing
"baby bonds, in denominations
; of $25, $50, $1. f 5t and
$1M.
Series F savings bonds--Sim-liar
to baby bonds except that
denominations are $109. $500,
$1000, X5000 and S10.000.
Series O savings bond
Same denominations as series
F, but soldi aft face value and
bear 2 per cent interest.'

They began arriving this year
as early as March 3, Father Ar
thur J. Hutchinson, the mission
padre, declared. About 20 more
followed the scouts two days la

Surplus Seen
PULLMAN, Wash., March 20-(JPy-Thc
wheat surplus in North
America will exceed a ! billion
bushels by the end of the! 1941
harvest, N. E. Dodd, directer of
the western division of the
cultural Adjustment administra
tion, predicted Thursday.
"Maybe well have to pile lit on
the ground like I saw them do in
Canada last fall," he said,! add
ing:; "Frankly, I don't know the
answer."
