American people nor their government In tend to socialize medical practice any more than they plan to so cialize industry." This pronouncement was jnade in an address delivered at the dedication of the new $4,000,000 plant ot the National Institute of Health, a government research agency near this suburb of the national capital. The Institute in cludes the National Cancer insti tute. Speaking from the high por tico of the administration build ing to federal and state officials and a crowd seated in rows be low him. the chief executive held up the family doctor as a bulwark of the nation and espoused "a partnership" of "federal. State and local health and medicine." Hfl( 0 "In American life," he said, "the family doctor, the general practitioner' perform a service which we rely upon and trust' as a nation. As. to the "partnership," Mr. Roosevelt added that since pas sage of the social security act with Its health provisions in 193 5, - federal, stataand local health and medicine "are cooperating1 more broadly than ever before." As a result, he said, the nation is better prepared to meet "the public health problems of our emergency than at any previous time in the history of our coun try." Meeting these problems, the president asserted, is a part ; of preparing "total defense." September Sales Increase, Salem WASHINGTON, Oct. l-(P)-Independent retailers In Oregon reported sales aggregating $6, 844,228, an increase of 3.8 per cent over August and 5.2 over September, 193 9. The figure excluded department store sales which were 8 per cent lower for September but S.l per cent higher Jtor the first nine months of the year compared to last year. The report for Salem was 8440, 877, up 15.5 per cent over August and 14.1 per cent over September of last year. Weather at Close Of Month Is Usual PORTLAND.
