Has 17 Crews Monthly WPA
report submitted to the county
court recently for November
shows that. the county Is now em
ploying 17 separate work relief
crews. Most of them, according
to county commissioners, are en
gaged In road work, particularly
ditching and draining operations.
According to the report, only CI
applicants are still seeking as
signment to WPA projects out of
a total certification, of 2.092 In
the county.

county grand jury would report to
the circuit court tomorrow as to

decided definitely when it will
submit its findings to the court,
he indicated that tomorrow may

All members would of necessity be
present for a report to the court.
Delay of the Jury's report on
the city recorder's ease. Which has
been before the body for . more
than a month. Is believed to have
been caused by the desire of the
ury to hear certain witnesses a-
second time, and by unavoidable
delay in reviewing certain testi

Salem police Wednesday dis
puted the recent assertion by Rev.
D. J. Ferguson, Albany, that he
was driving only 25 miles sn hour
when stopped here this week for
violation of the basic speed rule.
Police also said this was Fergu
son's second offense in Salem re
cently! Officer George Edwards who
stopped Ferguson said he was tra
veling between 40 and 45 miles
sn hour through the Hollywood
bottleneck district.

Offices Show Gain
Claims for Unemployment
Drop 38.4 Per Cent
in 11 Months
Twenty of Oregon's 21 state
employment offices showed a 68
per cent Increase in new Jobs for
the first 11 months of 1939, when
compared with 1938, with unem
ployment compensation claims
dropping 88.4 per cent, figures
released here Wednesday dis
closed.
In Marshfield, where lumber
ing expanded earlier. Job place
ments dropped 8.2 per cent from
the 1938 record of 4405. but last
year'a 8044 Jobless claims fell to
310Z.
The Portland office continued
at the top this year with 25,194
new Jobs followed closely by Sa
lem with 19,255. Klamath Falls'
10,753 placements held third
place with 81.6 per cent gain. Eu
gene overtook Marshfield to gain
fourth rank with 6098 Jobs.
Albany was fifth with 5232.
Hood River 4511. Marshfield
4040, Pendleton 4012, LaGrande
2762 and Astoria 8584. In pri
vate placements Klamath Falls
ranked second with 1858 Jobs
while Newport replaced Pendle
ton among the first ten.
In filing new unemployment
claims Portland had 25.663. or
about 44 per cent of the state's
total of 88,293 for the first 11
months. At this time last year
Portland had tiled 41,282 or 43.6
per cent of the state's 94,501.
In amount of benefits paid by
the unemployment compensation
commission Marshfield was sec
ond to Portland, while. Salem,
Klamath Falls, Medford and Ore
gon City districts came in order.
Ontario paid the least in 1938
with $40,043, but Tillamook has
the honor so far this year with
$32,019.
Out-of-state claimants have
taken $237,335 this year as
against $54,596 last year.
Worth of Scout
Training Upheld
Six million adults who have
had Boy Scout training constitute
an Important factor for stable
citizenship in the United States
and attest the program's worth,
Chariest. Miller, director of the
Boy Scouts of America for the
area west of the Mississippi told
members of the Salem Rotary
club at their Wednesday lunch
eon. At present 1,300,000 boys
are receiving the same training,
directed by 370,000 adult leaders.
Disregarding the direction in
whleh they are led, boys in Ger
many and Italy are receiving
more Intensive training in patriot
ism and are given more efficient
supervision than those in the
United States, Miller mentioned.
With these European boys, pa
triotism is. a passion: in the
United States It has not been
fashionable in recent .years, he
voserrea.
The speaker stressed the value
to society of scout training aimed
at Inculcation of the principles
contained in the scout oath,
taught not by ."preaching' but
through the example of scout
leaders.
