Duncan t Tells of
Budget Problems
Procuring Revenue to Pay
24 Millions Expenses
Is Major Task
The biggest problem confront
ing the 1931 legislature is how to
procure the revenue necessary to
carry on the program submitted in
the 334,000,000 budget of former
Governor Charles H. Martin, de
clared Robert Duncan, president
ot the senate, in an informal talk
before the Salem Ad club yester
day. The senator from Burns, speak
ing individually, said a way out
of the dilemma lay through bal
ancing the budget with antici
pated revenue and putting before
the people the option et a sales
or gross income tax as the means
ot providing funds for greatly in
creased relief expenditures.-
Dwelling on other aspecta of
the tax problem, the senator
showed how removal ot boards
and bureaus as a means of effect
ing administrative economies wss
impossible because of pressure
from minority groups.
