Fear Russian Relation Rift Delay in Naming American Ambassador to Soviet Causes Comment By CHARLES P. NUTTER WASHINGTON. Dec. 1 - () -President Roosevelt's continued delay in appointing a new ambas sador to Moscow has created an impression in rdiplomatic circles here that American relations with Russia may have arrived at the same state of, chilly doubt s those with Germany. . (Neither the United States nor Germany has an" ambassador at each other's capital and the same situation holds true with re gard to the United State. ant itU88ia.) President Roosevelt has allow ed the Moscow post to stand va cant sine Ambassador Josnh E Davies was transferred to Brus sels in June. He said this week he did not know when he would ap point a new envoy. - The Kremlin meanwhile has let it be known that Ambassador Alexander A. Troyanovsky, who had gone home on leave, would not return to Washington. There are indications his successor will not be named until Roosevelt has acted. Xew Instrument Tbe actual state of American relations with the Soviet and with Germany, while nominally nor mal, is nevertheless ambiguous. The absence of envoys, if evidence of displeasure or disapproval, is a new instrument in diplomacy, the principal merit of which is that it is easier to retrace steps taken than if an open break oc curred. The rift with Germany came openly and dramatically follow ing the recent outburst of anti Jewish measures there. Lew Ties in Budget, Audit Reconciling Both Budget and Audit Done First in 40 Years ; The 1939 tax levy, announced here Wednesday, for the first time in 40 years attempts to tie in and reconcile both the biennial budget and the state department's audit of the general fund, the state tax commission announced Thursday. J This was done, the tax commis sioner said, so the legislature would have before it a more com plete picture of the state finances, proposed budgets and tax levy set ups. The 1939 levy also sets out for the first time various millages and other amounts for higher edu cation both Inside and outside the six per cent limitation provision. While the World war veterans state aid commission one-half mill levy is eliminated for the year 1039 it was projected for 1940. " Total Levy Reconciled - The total tax levy within the six per cent limitation ft recon ciled with the estimated : budget figures for the coming biennium of $13,575, 803-.43 and is also leconciled with the secretary of state's audit of the general fund as of June 30, 1938. The levy shows estimated ex penses to which the state will be subject of 18,152,379.30 for 1939 both inside and outside , the six per cent limitation. Of the total, $6,902,093.29 is inside and m.250,286.01 outside the limita tion provision. $200,000 Unspent Unexpended balances were esti mated at $200,000 for the year 1939 or $400,000 for the bienni um. Estimated receipts from mis cellaneous sources such as cor poration and insurance fees, in heritance taxes and other smaller items aside from income-taxes were fixed at $1,900,000 for the year or $3,800,000 for the bien nium. Mills Resigns Position 4 WOODBURN Paul Mills, for many years manager of the Wood burn office of the Spaulding Lum ber company, has submitted his resignation which took effect Thursday, December 1. Mills will operate a shingle mill near Tilla mook but will make his home here where he is also city treasurer. His former position will be tak en by C. V.
