Mayor V. E. Kuhn and others interested in the city council chambers yesterday afternoon. Traffic Committee Chairman Ross Goodman called the meeting. No action or recommendation was made by the committee, but it is understood the Connecticut agent will tender the council a written proposal Monday night. Gas Refund Saves Latvian Incident An international incident in volving the governments of Lat via, the United States and the state of Oregon, was averted yes terday when Secretary of - State Earl Snell signed his name to a check for 95 cents for the Lat vian charge d'affaires at Wash ington, D. C. , The diplomatic officer bought 19 gallons of gas recently when he was driving through Oregon. He asked Secretary of State Cordell Hull to get him a tax re fund of 95 cents. Hull wrote to Gov. Charles H. Martin, and Martin told Snell about It. Snell allowed the refund when the Latvian's sales slips showed he actually bought the gasoline. Burk Campaigner Injured in Crash ROSEBURG, Aug. 12j-;P)-Dr. H. W. Woodworth, Portland, state WPA sanitation director, suffered a broken leg and cuts and bruises when the car he was driving struck a pole near here today. ' Dr. Woodworth, who has been campaigning through southern Oregon for Sheriff A. C. Burk, congressional nominee, is not in serious condition, the sheriff said yesterday. Death by Burning Toll 49 in Year Highest Figure; in History of State Fire Chier 20 Year Records Forty-nine persons were burned to death in Oregon last year, the highest annual toll in the 20-year history of the state fire marshal department, Hugh H. Earle, fire marshal, reported yesterday. "This deplorable experience comes as a surprise, because, un like some years, such . as 1936 when 13 persons lost their lives in the Bandon conflagration, no one fire has contributed to a great number of deaths," Earle wrote in his annual report to Governor Martin. The actual fire loss during the year was $3,270,297, the high est since 1932 but 22.9 per cent less than the average' for the pre ceding 10 years. Insurance pay ments in the losses totaled $2, 573.025. Mott was advised yesterday by Admiral William D. Leahy, chief of the bureau of naval operations. Details of the five-man board's itinerary in Oregon will be furn ished Congressman Mott some time next week. Members of the board are all naval officers. Authorized in Bill .The naval construction bill di rects investigations into and re ports on 'the need for additional submarine, destroyer- and naval bases and directs a report back at the next session of congress, when the reports will go to the naval committee. . 'Congressman Mott pointed out yesterday that the naval affairs committee has already approved the Tongue Point bill, but approv al has never ' been - forthcoming from, the navy department. . The congressman was optimis tic that in. the event the naval in spection board-gives a . favorable report, sanction of the . navy de partment will follow, paving way for the long-sought -Tongue Point naval base. . .,.'.-' Sprague Suggests i " Business Bureau A suggestion that Salem create its own bureau on market infor mation for collection and tabula tion of data to show the business trend was presented to the' Salem Credit association yesterday noon by Robert Sprague in his address, "Getting to know Salem." . Sprague refuted the frequent accusation that "Salem is a poor business - town."
