It was announced yester day. Reinstatements of men laid off by depression and transfer of employes from other cities to Sa lem has prevented the addition of any new helpers to the postoffice staff here during that period, Henry Crawford, postmaster, said. The opening of examinations for substitute carrier Is regarded an other Indication of better business conditions. Men or women are eligible to make application for the position and to take the examinations which will be offered next month. Lieutenant Max Alford of the state police predicted at the Salem Lions club luncheon at the Quelle yesterday. Discussing law enforcement In general, he held that "what you (the public) demand you receive." Alford suggested "for the bet terment of law enforcement and for better cooperation and un derstanding between the public and the officer, that each of you laymen acquaint yourself more thoroughly with the restrictions under which law enforcement of ficers work." "No body of officers. Jurists or prosecutors can act contrary to the expressed objectives of the public." the lieutenant pointed out. "You Impose upon us obliga tions and restrictions beyond which we have no authority to to." Depart urea From Golden Rale Deplored Lieutenant Alford decried an "increasing tendency on the part of the civic body generally to dis regard the golden rule theory in our social conduct'' and declared it "an indictment of the American people" that it should be neces sary, for instance, that "the state traffic code mnst be so specific and detailed." He referred to 42 separate regulations on motor traffic listed as sub-items under the subject of reckless driving. Alford warned that "if you al low indifference to develop toward general crime as it has toward motor vehicle laws, in a very short time we shall have the same dif ficulties in regard to the general .statutes as we now have with mo tor laws and highway safety." Practice of the golden rule. In Lieutenant Alford's opinion, "is the one thing which will come closer to eliminating crime and unsafe highways than anything else." Stolen Property Receiving Denied Joe Brown, who lives in the north end of the county, was hal ed into justice court yesterday on a charge of receiving and possess ing stolen property.
