Three Oregon state officials to
day indicated- that they were not
in favor of President Roosevelt's
recent plea for . liberalisation of
state laws restricting , mortgages
so as to stimulate the federal

Roosevelt r asked - the legisla

that banks, insurance companies,
building and loan associations,
trust companies, fiduciaries and
all other Investors under statutory
restrictions be permitted , legally
to make Insured loans. ;
A. A. Schramm, state superin
tendent of banks, declared that
Oregon's financial institutions' al-
ready were authorised to loan up
to 50 per cent of the actual cash
market value of property after de
ducting liens. Schramm said Ore-
