The first conference was called by President Rooserelt In 1909. Inrltations were .sent out to 200 child welfare workers in all parts of the United States.- InTitlng ' them to attend a conference on -dependent children In Washing ton. With the Invitation went a memorandum stating nine specific questions suggested for considera tion. ' The general trend o,.th!s ion ference was to emphasise, the Im portance of ascertaining the par ticular individual needs of 'each child requiring aid and of a suf ficient degree of elasticity and va riety In the methods and opera tions of child caring agencies to provide for each child the par ' titular types and forms of as slstance indicated by the special needs. Outstanding among these rec ommendations were: Children should not be removed from their own homes by reasons of poverty: causes of dependency should be studied: children who must be removed from families to be placed in foster families; Institu tions for children should prefer ably be on cottage plan? cbiWt raring agencies should be Incor porated. Three years after this confer ence. 1912. the Children's Bureau in the department of labor was organized. This was ft. new de partment designated by fh gov ernment to investigate and report upon all matters pertaining to the welfare of children and child life among all classes of people. The second conference was called at the request of President Wilson in 1919. This conference was divided into economic and so cial basis for child welfare- stand ards; child labor; health f chil dren and mothers; children In 'need of special-care; an . stand ardization of child welfare laws. These committees are still busy at work compiling plans, suggestions, and results of child welfare work. Hastings-, to be Guest Speaker ,. The guest speaker for the con ference will be Oeorge A. Has tings, extension director of the White House conference. Mr. Hastings, accompanied by his wife, have been in Portland the past few days meeting Oregon people and .carrying the message of the conference to Oregon citi zens. Nurses Will be Tea Hostesses Nurses who are members of district No. 8,' Oregon graduate nurses' association, will be host esses at a tea at the Unitarian church to all registered delegates attending the child conference. The tea will be at 4:30io'clock. Governor Backs Conference Idea The conference on Child Health' and Protection was organised in this state under the authority of Oor. Meier.
