April 7 a call to duty by the nations commander of the American Leg toB, Edward E. Spafford, to every citizen of the United States, fot the insurance of permanent peact by supporting the universal draft measure now before congress was made public at national headquar ters here in commemoration of the anniversary of America's entry in to the World war. April 6, 1917. The national commander today Is scheduled to be in Ogden, Utah, eaSan airplane flight through 14 states. The message reads: "This day we should look back ward eleven years when our coun try faced the greatest crisis in oar history, and every state was mobilizing its youth to meet it. Oar young men were drawn into tkte bloodiest conflict the world aas yet experienced. They served with sacrifice and suffering in the trenches and on battle fields. They did their full duty. Ve now have another duty, just as urgent and too long de layed, to perform. "We must keep faith with those young men ) ho carried the heavi est burdens and died that we might enjoy the blessings of this country in peace. We can keep that faith by helping safeguard the future with a permanent In surance against war. We can help make it impossible for some peo ple to shout for war, then, refus iag to go. throw their efforts into basiness and make huge profits. "There is no better way of keeping faith than by enacting the aalversal draft law. It should .be done at the present session of congress. This law will Insure equal service for all, profits for none, without expense to maintain and will do more toward making otter nations avoid confronting as with the necessity of going Into war than anything else that can be devised. "It is the personal duty of every citizen now to become familiar with the universal draft, the Capper-Johnson bill. H. R. 8313 and S. 1289. It is the duty of every cli7cn to understand how the universal draft will protect our children of tomorrow against slackers and profiteers If war comes, and. most Important, will prevent war by seeing that there a no one In this country who can profit while others fight for them. , "Do yoa know the history of how the lack of this legislation cost our country countless lives and treasures In all of our wars of the past? Mr. Hays who is at present In France on business as bead of the motion picture producers and dis tributors of America, denied In the court paper that he Is the supreme authority In the movies but ack nowledged that his advice is val ued in the industry. The paper was an answer to a suit by Valeska Suratt In which the scenario writer mentions Hays as one of many Individuals and corporations she charges stole the plot of "The King of Kings" from her and In which she refers to Hays as the czar of the picture In dustry. Miss Suratt in her complaint says that she submitted a manu script to Hays and that after praising it he gave it to Cecil De Mllle.
