Nelson, of Salem . high, yesterday The scheme Is being sent all "over the state for consideration prior to the " state meeting. W. Boetticher, ' In urging serious thought for his proposition. V ''Simplicity In application and operation, freedom in contracting with other schools, v safeguarding the financial side, of the sport, and working : out the championship -honor with the least possible nam ber of games are chief and import ant points in the plan." , The scheme , proposed In brief t award the title on the basis of ' high scores, with the state d! Tided into an eastern and western section. The complete scheme fol lows: 1. The constitution, by laws and precedents of the O. H. S. A. A. are to govern as heretofore ex cept as below. 2. For convenience, the state is divided into an eastern and a western section. The Cascade Mountain range to. be the bound ary line. 3. The membership of the asso ciation is divided into two divi slons. AH schools with 250 or more students shall be in division . one, all with lees than 250 shall be In division two. The scheme pro- Tides for a championship in each division. 4. All schools wishing1 to con tend for the championship must register their intention with the board of control, October 1st of each year. The secretary of the board shall give each school so registered a certificate to that ef fect. : -v i: v:;r- 5. Each school registering as M. championship 'contender shall pay . the secretary-treasurer a fee of $5 In addition to the regular mem bership fee.?' . 6. A school in the lower divi sion wishing to contend In the up per division may do so by register ing in that division as provided for above and shall pay a fee of $10, but no school shall register in both divisions, nor shall a school in the upper division be permitted to reg ister In tbe lower. 7. Each school contending for the championship shall play not more than five games, during the regular season, with other 'schools contending for state hon ors. However, the board of con trol may authorize fewer than five If it deems advisable, but must make its decision known by Octo ber 10th each year. 8. Any school In either division may play-any other school as here tofore, but only scores with schools -registered for "the cham pionship shall be counted. Games won or lost with schools not reg- Vered for the championship shall have no bearing whatever In deter , mining final honor. . No registered team shall be con sldered eligible for championship after being defeated by another registered team whatever its total r score. However such defeat shall not affect the standing of the los ing team in the championship con ference in any other .way. f 10. In any game of registered teams the difference between the core of the winning team and the losing team shall be the score counted in favor of tbe winning team as part of its total score. 11. The school winning the lar gest total score la tnla manner shall be considered division cham pion. : 12. The board of control shall settle tie scores in any manner mutually agreeable to the schools concerned. It shall also sanction and arrange for a game between the .winners In each section of the state and In each division of regis tered schools, i These final games shall end the season and the win- ner in eachhall be declared state champion. ; Several high school principals in cluding Superintendent of Schools Miller" of Milton havej expressed disapproval of the plan submitted by The Dalles, contending that the premium on points scored would influence coaches always to keep their best men in the lineup and give the benefit ot football train ing only to a few players. It is believed to be one which will merit much consideration at the state meeting, however, as the district plan for financial reasons is be lieved to be impracticable. a 1 - m a ions muuigrapnea summary of correspondence between The Dalles, the state board of control, and Medford and McLoughlin high schools concerning the arrange ment of post-season games was re ceived at Salem high school yes terday. It was sent from The Dal tes to all high scUools in the state in attempt to show that the Colum bia river school was deliberately side-stepped and ignored, after having been practically promised a game against McLoughlin high for the east Oregon title. From the correspondence. It ap pears that the crux of the whole difficulty lies in the fact that some members of the board of control apparently issued a statement, either consciously or not, to the effect that The Dalles had "with drawn" from consideration as a title contender, leaving the way open for arranging the Medford- McLoughlin game. This statement bad never been authorized by The Dalles and was promptly protested, but the protest was completely ig nored, according to Superintendent Boetticher. A later report from secretary Cannon stated that the protest was ignored because tht game was. not for the champion ship. "Now if, as Mr. Cannon stated the game did not involve the championship, were the rules of the association observed? And if the championship was involved, did Medford meet the right team? We are not trying to detract from the calibre of the Medford team, but we do contend that to award the championship to Medford on the basis of ; the , game played at Milton would be an injustice to us. We were certainly designated by the board as logical contenders' for the championship of our section and were , deliberately sidestep ped," the summary reads in part. C. Nelson said yesterda. The association constitution' and by-laws are the working regula tions ot the organization and can not be violated. If It was planned not to hold a championship game last fall, a change in the rules should have been made, the belief is. v ' . Principal Nelson also received a letter yesterday from Secretary Cannon reviling the Salem school head for raisins the matter of the association rule, and charging that poor sportsmanship had been shown. "We may go to bat at the state meeting. If we do, I shall take the same argument I have present ed and if there is a vote of lack of confidence, I shall consider -my self spanked," the letter read In part. . Principal Nelson expressed sur prise at the tone of Cannon's let ter. "I believe Cannon Is getting rat tled," he said. "I have nothing against Cannon personally, and I have not dealt with personalities In this matter. I am concerned with the sanctity of association rules, and will defend them at the state meeting." (Spe cial) The Willamette university freshman hoopsters tonight de feated Dallas high school 26 to 18 in a game which was ragged un til the last quarter when both teams began to check closely. The Rooks were handicapped by the absence ot Dwlght Adams, former Salem high school star, from the line-up. Adams is a steady passer and markedly able In working the ball Into the basket. Young De Harpport was the in dividual star of the game. He scor ed 18 of his team's 26 points. Page Rook guard, also played cool, brainy basketball, breaking up the scoring offensive ot the Dallas men. The Dallas center, Gerllnger, succeeded in getting tbe ball on almost every toss op from center. Waddell was taken out shortly af ter the game started and Marsters was shitted from guard to take his place, GUI going in to replace Mar sters.
