Mr, Kyan was granted the cour
tesy of the floor and entered a
tirade.against the condition of the
street on - North Front. He de
clared that in order to make the
paving planned, the city should
first lay five feet of earth on the
' Broadway, and contended that the
city could not force the buildinp
of sidewalks until it bad properly
graded the street. The matter was
referred to the street committee.
The council passed an ordinance
assessing, the actual cost of im
proving Winter between D and
Market. The question was brous&t
up before the council as to whe
ther the assessment should be
made to the alley or to the center
Of the block. - It so happens that
the street has two alleys. The
council upheld the interpretation
that the assessment should be
made to the center of the block
Alderman C. O. Engstrom re
ported that the committee on
building had investigated the mat
ter of finding rooms for the Asso
ciated Charities, and the only
place he could find would cost
$25 a month. .This was held to
be" too high- and .the matter was
referred to the committee for fur
ther investigation.
