After the conference Representative Garner said the secretary'9 plan provided only for the reduction of surtaxes and inheritance taxes. t He made no statement as to how his coun ter proposal was-received at the treasury. The Garner plan, which he said had been drafted without consultation with his democratic oHeapues contemplates a tax re 'liict'on of from $450,000,000 to $500,000,000. or approximately twice the total which the treasury is expected to recommend Monday when the tax' hearings get under way before the ways and means committee.
