TOPIC Fbrmep Chiefs of Navy and r Army Hold Debate on j i v Problems - ' : ' E WASHINGTON, May 4 Argu ments for and against military preparedness as the principal re liance for peace were presented in a radio debate tonight by for mer chiefs of the navy and army general staffs. Admiral William L. Rodgers represented the proponents- of peace by armed might and Major General Tasker 11. Bliss those endorsing "peace by cooper ation, Uoth have been retired after service careers df unusual length And scope. -...' Reyiewlng what he termed the basic differences between the. na tional viewpoint in the United States and that in her potential enemies, Rear Admiral Rodgers Insisted that the "present heedless attitude toward preparation, and particularly navy, invites foreign contempt and at any moment may bring disaster." General Bliss contended that the world peace problem was iden tical with the problem between France and Germany security." Disarmament should not be re sorted to, however, he added, "ex cept as a result of. .ani agreement between competing : nations, loy ally accepted and adhered to." "All' armaments could be held at a reasonable . minimum," con tinued; General Bliss, sufficient for the maintenance of peace and order, trithin the state, but insuf ficient to tenrpt a state almost without warning to attack a sim ilarly placed neighbor. -Such arm aments might play a real: part in the maintenance of peace. I "The first step will be taken when we admit, whether we like It or not, that the world is an asso ciation of states having common interests." - "; r Admiral Rodgers warned that In Europe "population has pressed more closely upon, means of sup port than with us;: character there has been formed by fighting with man jmore than with nature. Helpfulness Is not so characteris tic as 'with us."
