on his property. $2000. a total
net income of. $4000, upon which
he paid $600 property taxes,
which, without allowing him any
exemption whatsoever, measures
15 per cent of his largest net in
come. This more than justifies
the minimum income tax rate of
10 per cent. A will pay no addi
tional tax under my plan but will
have his present tax reduced $36
or more.
That the tax should begin al

those 100,000 persons pay taxes

The rate 10 to 30 are only rel
ative and really a ratio to equal

$30,000 Income. That property
tax valued at 60 per cent taxed at
10 mills would. have to pay $7200.

late grow. Again, why penalize
'hrift? Encourage investment la
