Higher ed ucation in' Pekine. halted bv a j strike of teachers and administra 15.00 tive officials in all eight govern ment institutions last March, ap pears now to have come to a com plete standstill through resigna tion enbloc of the strikers. Inability to secure payment of overdue salaries was the cause of the strike. Failure of the govern ment to meet subsequent demands embracing establishment of a re liable fund sufficient to ensure stability of the schools and col leges, was the reason for the re signations. Eight hendred teachers and 6,000 students are directly affect ed by closing of the schools. The students made common cause lth the instructors and declared they would not resume attendance un- lit A. L A . 1 -- . in me xeacners aemanxrs were met. - 'Recently, -after the minister dt education had tendered his resig nation "because of inability to re medy the plight of the schools, the ministry of finance let it be understood that the sum of $250, 000 monthly would be available for education. Thereupon the min ister withdrew his resignation and the teachers were inclined to re sum their vocations. They held off for .Satisfactory guarantees, however, and misunderstandings arose when it developed that the sum proposed by the ministry of finance was intended to cover the expenses of the ministry of edu cation, in addition to the expenses of the schools, whereupon the teachers and students demanded 3200,000 monthly for the higher schools alone. , The minister of education re newed his demand to be relieved and his resignation was accepted. The teachers continued petition ing the premier and the ministry of finance, but without result. At a meeting of the '.'joint teachers' council," an organization growing out of the strike, when it, was re solved to resign in a body, the instructors determined, if pos sible, to finance the schools in dependently of the government 'If this cannot be done in re- king." , the resolution recited. there are other places that would welcome us with open arms. If necessary we shall go forth as private citizens and undertake to Bee that education throughout the land continues." A manifesto to the public, is Bued by the teachers, says in part: "In the past few years the poli tical situation has become more confused and turbulent than ever The militarists are fighting for individual power and the unity of the country is a thing of the past. During this critical period tne only thing that has kept the na tion from falling to pieces nas been the schools, and by the school we mean education and the develonment of education. The government, if It had any real sincerity, would appreciate tms, and would do its best to protect those educators who have been fighting to maintain the spirit of the nation. We do not propose io sit idly by and see the nation ran to pieces because of party strtte. 12.00 2.20 12.00 50.00 2.80 77.89 10.24 16.00 299.49 7.00 5.00 5.00 5.00 15.00 56.80 .cont'd 19.15 25.00 5.30 2.25 3.50 35.00 Cont'd 6.60 INDEPENDENCE.
