Senator Harrison. Missis sippi, Democrat, served notice from the floor of the senate that he would oppose the bill. "The Democratic party," he declared, "cannot afford to stul tify itself at this time upon so important a question of principle as that which he tariff proposals involve." Measure Is an Embargo. "Let me say to my friend from Mississippi," 1 - Senator Thomas, Democrat. Colorado, interjected. "that I sympathize with his view and between us we may be able to keep some part of the Demo cratic party In line." Representative llainey, in pre senting th minority views, warned of dangers which he said would beset the business of the country should the emergency measure pas-s. He declared that the measure amounted to an m- barRo and that it would "inevl tably lead to retaliatory tariffs.' New Commercial ('nit ' Framed. "AH commercial treaties be tween nations were practically annulled by the war." 'r- Kain eys report said, "and today new commercial units are In process of formation. Kvery commercial nation is ttnlav prepared with the means of quick retaliation and tbere is grave danger that they will quickly respond to the chal lenge we give them in this bilL" The Halney report also charged that the bill had been framed without hearings and that no ex perts had examined it. It assert ed that the majority in congress proposed protection as the medi cine for every economic eTil. add ing that "this bill is protection niadne." The Republican plan of protection in this instance, the report declared, offered a rem edy worse than the ill it sought to correct. After reviewing the trade fig nres in exports and imports the minority statement asserted that the assessment of prohibitory tariff rates meant eventually a lowering of production in Am erica. "Of course Enropn can pay only In gold or goods,'' he continued. They cannot pay in gold and they are not manufacturing at the present time enough goods. Eren if they were, we propose in this bill to make imports less and less. If we are to remain a cred itor nation, and we must do that or suffer now immeasurable fin ancial calamities, we must 1m port more jhan we export. "It might be possible to report out a more hastily prepared, ill- considered measure than this, but up to me present time It never has been accomplished. Mr. Rainey concluded his ex pression of views by predicting that the report submitted by Chairman Fordney 'would not venture far from shore" and that the Republican supporters of the bill would merely demand that "everybody vote for this lerisla tion whether he believed it right in principle or not."
