THE JAPANESE QUESTION IN OREGON 1 ' What is to be done about the 4504 Japanese in Oregon! Nothing. Nothing can begone by the state, excepting perhaps the en actment of a law making the holding of land by Oriental for eigners illegal! ' But the 487 boys and 524 girls under 16 years born of Jap anese parents,! in Oregon, are not foreigners. They are American citizens. ' So will be the one child a year for each Japanese married couple born in Oregon in the future. So are the thousands of ; children born of Japanese parents each year in Hawaii; and in Washington and California. The figures are taken from a report just submitted to Gov ernor Olpott by Hon. Frank Da vey, after an investigation of tho Japanese question in Oregon, for the' use of the Congressional investigating committee now at work on this coast, and for the consideration of the Oregon Legislature next winter. ; Mr. Da vey found that of the Japanese in Oregon over 16 rears of acre. 2631 are men and 862 are women- It is evident that the Japanese men in Oregon have not been V living up to their opportunities T in the matter of "picture brides." -vi.'. y - But this inatter'will no doubt be attended to in the future, through the aid of the Japanese government and various under ground methods of immigration. In three bounties in California the children born of Japanese parents outnumber the children bora of parents of all other na tionalities. . In the Hood River district in Oregon, while the Japanese population is only a little over 1 per cent of the whole, the chil dren born or Japanese parents are about 20 per cent of the whole number of children born there. But even so; even though all the rest of the single Japanese men in Oresron sret their "picture brides" from Japan, and the Japanese population of Oregon goes on increasing in geometri cal ratio (aslit surelv will), and even though every one of the Japanese auens ana citizens qi vregou may -.tiii !! giance true to Japan, nothing can be done alout it . ; And the! proportionate number is and will be so small that there will be no great menace. Ilhit the continued iinmiirration of 10,000 to 13,000 or more i Japanese from Japan to this coast, which has been going on for several j-ears, under the so-called "gentlemen's agreement," if continued in the future indefinitely, would ieeoinc a menace. :':lt tfould point to a time in the future when the Japs would : outvote all the rest of th,e people of the Pacific eoast states When we would become virtually a Japanese colony ? As Hawaii is sure to become soon - I Even though under the egis of the Stars and Stripes. : S the thing to be done is to be done; by the Congress of the United States- There must le something more binding than the "gentlemen's1 agreement" -'to keep out Japanese immigration. It must be made air-tight. We can digest all we have; ami we are. tinder obligations to treat them right; them and their chil dren and children's children of whom there will be many; , many thousaiidsrmillions.
