Ionizations in which both men and women are admitted to membership,! including especially state and natlo nal education associations." There Is a report current in many association channels that leading women members hare assured Fred M. Hunter, superintendent of schools of Oakland1, Cal., of their support for the. presidency, and in return hare been assured of the backing of the Hunter leaders for placing at least two women in important po sitions in the association's admin istration. According to this report, Olive Jones of New York, president of the New York City Principals' associa tion, is to be made the nominating committee's choice for member of the board of trustees. C. O. Pearse, president of the Wis consin state normal school at Mil waukee, addressed today's general session on the need for "sports to build bodies." Restric tions on trade with soviet 'Russia were removed today by the state de partment except insofar as they per tain to the shipment of materials susceptible of Immediate use for war purposes. ; An individual export license muat be obtained for the shipment of such materials and it was announced" that such licenses would be granted only In exceptional cases. Individual export licenses also will be required for the export to Kueaia of locomotives, railroad material and rolling-stock and motor cars and component parts. While taken independently of ither nations, this action followed exten sive exchanges between the United Stats and: Grat Britain and France. It is believed to have been' hastened by the recent negotiations between Gregory Krassln, representing the Bolshevik government and Premier Lloyd George, looking to the resump tion of trade between Great Brltam and. Russia. In announcing IU action, the rtale department took particular pains to stale that political recognition, pres ent or future, of any Russian author ity exercising or claiming to exercise governmental functions was neither granted nor Intended. It also em. phasized that individuals or corpor atlons trading with Russia would do so on their own responsibility and at their own risk aa this government could offer no protection to Americans- going Into. The statement also was made by the department that indications were that Russia had only a small quantity ot raw materials for export; that its purchasing power was very limited and that consequently there would not be any considerable trade with that country. The announcement by the depart ment follow: . "The action which the United States la how taking in no wise con stitutes a recognition of the validity of industrial or commercial conces sions granted by any existing Rus sian authority. American citizens availing themselves of the present relaxation of restrictions are warned against the risks incident to the ac ceptance of commodities or other values, or the title which may later be brought into question. "The situation which at present prevails relative to travel from or to Russia, will be unaffected by the removal of trade restrictions. Pass ports for Russia caffnot be issued, nor will any change be made in the vise regulations now in force. " "Since it is not desirable at this time to undertake negotiations with the soviet postal authorities, the postoffice department will be un able to accept mail from or to soviet Russia. There has never been any parcel post convention between the United States and Russia and this mode of forwarding goods is there fore unavailable." This formal announcement was supplemented by the following state ment: "While the indications are that Russia has but a small quantity of raw materials available for export, that the purchasing power of Russia Is very limited and that for these reasons there will not be any con siderable trade, if any, with Russia, this government however does not feel that the law-abiding people in Russia should be deprived of any assistance which can be derived from such trading as may be possible. This government is not willing by means of political recognition to lend positive assistance to a faction whose disregard of the principles ot democracy is evidenced at home by the maintenance of a minority des potism and abroad by an Insldloun campaign of propaganda to subvert popular governmental Institutions expressive of the will of the ma jority."
