She said Superintendent Howard had harshly reprimanded the oldest roy for vending the telegram with out pertntwlon. Mr. Howard said he had not been baron fth the boy. but that It wis contrary mles for the children to send telegrams with out permlsfion for the reason that here Is danger, of ranting parents undue uneaslae. A petition signed by 17 pupils t the school was presented to the board finding fault with tbe manage ment and making various charge. Thene received seant consideration. They appeared to grow out of dis ciplinary measures that have been Instituted by Mr. Howard. Segregation of tbe boys from tbe girls has been established except at the social hour each evening. This has ranted considerable .complaint. but Mr. and Mrs. Howard declared that tba Salem Institution for the blind doubt!e! had been tbe only one fa the I'nited Slates where boys and 'girls had been allowed to sin gle at aJl times. The condition. It was asserted. worked to the detriment of the Insti tution. Itoth Mr. and Mrs. Howard are experienced teachers of the blind, having been employed 4a a Michigan institution much Urgr than the Oregon school. They showed that harsh punishment, sorb as corporal punlahmeat and feeding on bread and water, that -are used m some schools for the blind are not used here.
