The fight over the method of raising al most two billion dollars for soldier relief legislation precipitated an all day debate inl the house today dur ing which Republicans on one side and the combination of i Democrats and Insurgent Republicans on the other, explained their proposals. Representative Johnson. Republi can, South Dakota, announced that 75 Republican "insurgents" favored a retroactive "war profits" tax In stead of a sales tax,' . proposed by Republicans. His statement, if borne out later, would Indicate an upset of the Republican program to pass ihe bill Monday without permitting1 ac tion on the "war profits' tax pro posal. Representative . Garner of Texas, Democratic whip, i predicted that the result of the Republican caucus Friday; night would be to "whip" the insurgents into line. Mr, Johnson and Representative Henry Rainey, Democrat of Illinois. introduced today the "war profits" tax bill, which (would place an SO per cent levy on the Increase of net income during the last four years over that of the pre-war period. The plan was attacked by Representatives Green of Iowa, and Longworth, Ohio. Republicans, who declared it would "levy taxes on taxes" and that the excess earnings of Individuals and corporations during the war had al ready been taxed more than uO per cent. To accept this plan means there will be no soldier legislation," de clared Mr. Longworth, adding that it would "kill the soldiers' bill." He- sides the levy on sales, which he said worth said that all stock exchange transactions were to be taxed, while Ihe existing levy on tobacco, incomes and real estate sales was to be in creased. Representative Clarke. Democratic loader, and Garner, demanded that opportunity be given to amend the bill. Mr. Clarke recalled the parlia mentary revolution of 1910 and gave a "gentle warning" that the Repub licans "were entering on the same kind of conduct that led to the up set of their machine then." Mr. Garner said the Republicans were "playlne politics" with the leg- I is'ation and would not pats it until . after the election.
