There are two departments that are In excess of the C per cent "lim itation law, which provides that the tax budget of one year shall not ex ceed that of the. previous, year more than per cent. They are the state and county lety'ln high school dis tricts which.. Is la excess to the amount of nine-tenths of a mill and the state and county levy ln non- high school districts, which exceeds the limitation by one and five-tenths mill. . .- - J The ( per cent limitation law Is causing trouble In the office of As sessor West. The excess must be computed, on the valuation of each piece of property in the county, so that ln case a disagreement should arise over a levy on aay of this prop erty; the whole tax budget 'would not be annuled. This practically doubles the task and West says that It Is difficult to obtain assistants that have had experience la this work . It would add to the assurance of a comfortable winter if for the next few months we could only confine the ' strike fever to- lawn trimmers and baseball umpire. Mr. Gilbert accompanied these with further recommendations that the special session ot the legis lature this month be asked to ap point a special committee to investi gate the feasibility or the plan. Mr. Gilbert holds, and it 1 gener ally considered that the atate Is in need of a reformatory institution where young men who are first of- fenders in felonious violation of cue law, or older boys, should be com mitted, rstber than to allow them in the same institution with boys of tender years who properly belong la the training school.
